Description
This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.crane.navy.mil/acquisition/homepage.htm. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Acquisition webpage serve as alternatives if the FBO website is unavailable. The Naval Surface Warfare Center, Crane Division has a requirement for procuring two (2) Model 177 High Voltage Power Supply (HVPS)/Traveling Wave Tube (TWT) Grid Modulator, Part Number 95600-1. Delivery will be FOB Destination, Naval Surface Warfare Center - Crane, Indiana. NSWC Crane will loan one (1) Teledyne MEC-3090 TWT as Government Furnished Property (GFP) so that verification testing of the TWT power supply can be performed. Options for up to two (2) additional units will be priced for the period OCT-2010 - SEP-2011. This solicitation will be issued utilizing other than full and open competition procedures under the authority of 10 U.S. C. 2304 (c) (1), One Source or Limited Sources. An offer will be solicited from Applied Systems Engineering (ASE), P. O. Box 122987, Fort Worth, TX 76121 The anticipated Firm Fixed Price Contract is for supplies/equipment for which the Government intends to solicit and negotiate with only source under the authority of FAR 6.302-1(a) (2). It has been determined that the Government requirement for this product can only be met by one manufacturer due to the availability from the original source for a follow-on contract for continued development and production. It is likely that award to any other source would result in substantial duplication of costs to the Government that is not expected to be recovered through competition or unacceptable delays in fulfilling the agencies requirement. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The solicitation will be available for download on or about 23 APR 2010. Closing date will be on or about 24 MAY 2010. This notice is a synopsis and does not constitute a Request for Proposal (RFP) and it is not a commitment by the U.S. Navy to procure subject equipment. All responsible sources may submit a proposal which shall be considered. Offers must be submitted in the format specified in the solicitation to be considered. Submitting a bid from the NECO web site by clicking on the "Submit Bid" does not guarantee offers will be received by the proper person in the correct format. It is the responsibility of interested vendors to download the RFP and to submit offers to the POC at NSWC Crane to be considered. Furthermore, each interested vendor shall monitor the FBO, NECO and Crane websites for amendments that may be issued to this solicitation.
