Description
The purpose of this announcement is to make notice that the Forest Service contemplates releasing a solicitation numbered AG-04N7-S-10-0038 on or about April 27, 2010, for the UMPQUA HOT SPRINGS TRAIL BRIDGE PROJECT. If the solicitation is released, it will be released through this FedBizOpps website, and prospective bidders should visit this FedBizOpps website from time to time on or after April 27, 2010, to obtain a copy of the solicitation. This notice meets the requirements of FAR 5.201. However, the Forest Service reserves the right not to release a solicitation. PROJECT DESCRIPTION. The U.S. Forest Service, Region 6,Umpqua National Forest has a requirement for the Umpqua Hot Springs Trail Bridge Project, Diamond Lake Ranger District, Douglas County, Oregon. The project includes but is not limited to: Installation of a Government-furnished engineered prefabricated 130-foot long single span steel trail bridge across the North Umpqua River on the Umpqua National Forest. The new Government-furnished bridge to be installed is a prefabricated modular superstructure, thru-truss design of weathering steel and pressure-treated wood deck. The finished bridge will be 130 feet long, 6-foot wide trail bridge. There are two prefabricated modular components. • Removal and disposal of old concrete pier and pressure-treated wood portion of old abutments. • Scatter the old bridge log stringers and existing large wood downstream of new bridge along river bank. • Transport the two new modular bridge sections from the temporary storage area, located approximately 2.5 miles from the bridge site, to the project site. • Excavation for and construction of new reinforced concrete abutments on each end of the bridge. • Construction of treated timber backwall above abutments, and geotextile reinforced fill behind each abutment and backwall. • Hauling and placement of riprap slope protection around and below each abutment. • Construct new bridge approach trail section over reinforced fills to transition existing trail segments to new bridge deck. • Install Government-furnished modular trail bridge sections. • Provide soil erosion and pollution control for the project. • Other related site work in adjacent vicinity of the project, such as installation of Government-furnished warning sign at the N. Umpqua Trailhead along FSR 3401. • All work must meet Forest Service specifications and drawings included with the solicitation. The magnitude of construction for this acquisition is between $100,000 and $250,000. The Government intends to award a negotiated firm -fixed price contract.. This project is 100% set-aside for Historically Underutilized Business Zones (HUBZONE). The North American Classification System Code (NAICS) is 237310. The size standard is 33.5 Million. A bid bond (20 percent) is required. A payment bond (100 percent) and a performance bond (100 percent) will be required after award. Contractors are required to be registered with the Central Contractor Registration (CCR) and the Online Representations and Certifications Application (ORCA). Contractors are required to be certified by the Small Business Administration, registered with the Central Contractor Registration (CCR) and the Online Representations and Certifications Application (ORCA). The solicitation with specifications and Davis Bacon Contract Act wage rates will be posted to the FedBizOpps website www.fbo.gov. REGISTRATIONS.
