Description
The National Institutes of Health, Clinical Center is conducting a market survey/sources sought (in accordance with the Federal Acquisition Regulation Part 10) to help determine the availability and technical capability of qualified small businesses, veteran-owned small businesses, service disabled veteran-owned small businesses and/or HUBZONE small businesses who are manufacturers of the products described below. According to FAR 19.102(f)(1)(2), a manufacturer is defined as "the manufacturer of the end item being acquired is the concern which, with its own forces, transforms inorganic or organic substances, including raw materials and/or miscellaneous parts or components into such end items. A concern which purchases items and packages them into a kit is considered to be a non-manufacturer small business. Any firms who are small business manufacturers of the above noted products are requested to identify themselves as such when responding to this market survey. All firms responding to this market survey/sources sought notice are requested to identify to identify their firm's size and type of business (e.g. small business, service disabled, HUBZone, 8(a). etc. The information will assist the Government in determining in accordance with Federal Acquisition Regulation (FAR) 19.502-2(b) and (c) whether or not this procurement will be set aside for any of the programs previously described. This market survey/sources sought announcement is not a request for proposals and the Government is not committed to award a contract pursuant to this announcement. The information from this market research is for planning purposes only and will assist the Government in planning its acquisition strategy. This is strictly market research and the Government will not entertain questions concerning this market research. The Government will not pay for any costs incurred in the preparation of information for responding to this market survey. The Clinical Center at the National Institutes of Health has a requirement for a contractor to provide the Disinfectant and Antiseptic Hand Soap in the Clinical Center hospital complex in Bethesda, Maryland which includes the Clinical Research Center (CRC), and a portion of Building 10 also located in Bethesda, Maryland. The applicable North American Industrial Classification System (NAICS) codes for each of these products are respectively 325612 and 325412. The disinfectant and hand soap are chosen by the Standards Committee after extensive testing and research and are then approved by the Deputy Director for Clinical Care of the Clinical Center. The following specifications are to be met without any variance. Disinfectant The product shall be a dual quaternary/ alcohol formula that effectively kills microorganisms as indicated on the product label. The product shall be effective against Tuberculosis within 6 minutes, Hepatitis B Virus (DHBV) within 3 minutes, Vancomycin-resistant Enterococcus faecalis (VRE) within 5 minutes and Canine Parovirus within 5 minutes. The product shall be effective against: Effective in 30 seconds: Herpes Simplex II HIV-1 Influenza Strain A2/HK Effective in 3 minutes: Hepatitis B Virus (DHBV) Hepatitis C Virus (HCV) Polio I Virus ATCC VR-58 Pseudomonas aeruginosa Rhinovirus Salmonella choleraesuis Staphylococcus aureus Staphylococcus aureus (MRSA) Effective in 5 minutes: Acinetobacter baumannii Aspergillus niger Candida albicans Vanconmycin-resistant Enterococcus faecalis (VRE) Trichophyton mentagrophytes Canine Parvovirus Effective in 6 minutes: Mycobacterium bovis BCG (Tuberculosis) Effective in 10 minutes: Klebsiella pneumoniae The product shall come ready to use and require no mixing or dilution. The product shall be liquid and be virtually odorless. The product shall be soluable in water in all proportions. The product shall have a pH of 7. The product shall have a flash point of 86 deg F (30 deg C). The product shall be able to be flush into a sanitary sewer will no ill effects. The product shall be stable under normal conditions of use and handling. The product shall contain only these hazardous components: Isopropyl alcohol (2-propanol, IPA) 21% Quaternary ammonium chloride compounds <1% # 2-Butoxyethanol (ethylene glycol monobutyl ether) The product shall cause no more than the following from overexposure: Eyes: Causes moderate to severe irritation, redness. Skin: Prolonged exposure may cause dryness, irritation. If Swallowed: May cause loss of coordination, nausea, vomiting, or diarrhea. If Inhaled: High concentrations may cause dizziness, nausea, drowsiness, loss of consciousness. Antiseptic Hand Soap The product shall be an antiseptic antimicrobial hand washing soap. The product shall be an instant lather soap producing a thick rich later upon contact with hands. The product shall be mild not causing any harshness or redness to hands. The product shall contain aloe vera and moisturizers. The product shall contain 0.3% triclosan. The product shall be a liquid which is green in color. The product shall have a pH of 9.2 to 9.6. The product shall be effective against: Acinetobacter baumannii Bacteroides fragilis Candida albicans Enterobacter cloacae Enterococcus faecalis Enterococcus faecium Escherichia coli Escherichia coli Escherichia coli Haemophilus influenzae Klebsiella pneumoniae Klebsiella pneumoniae Listeria monocytogenes Listeria monocytogenes Methicillin Resistant Staphylococcus aureus (MRSA) Micrococcus luteus Proteus mirabilis Pseudomonas aeruginosa Pseudomonas aeruginosa Pseudomonas stutzeri Salmonella choleraesuis Salmonella enteritidis Salmonella typhi Salmonella typhimurium Serratia marcescens Shigella sonnei Staphylococcus aureus Staphylococcus aureus Staphylococcus epidermidis Staphylococcus haemolyticus Staphylococcus hominus Staphylococcus saprophyticus Streptococcus pneumoniae Streptococcus pyogenes Vancomycin Resistant Enterococcus faecalis (VRE) Packaging: The disinfectant shall be packaged in 32 ounce bottles and packed 12 per case. An atomizing sprayer for each bottle shall be included in the case with the bottles. The cases shall then be assembled in bundles of forty cases. A bundle shall be no higher than 6 feet high to assure safe handling. Antiseptic Hand Soap shall be packaged in 750ml containers that fit and work properly in the Ecolab dispenser number 92723188 as distributed by Ecolab, 370 Wabasha Street North, St. Paul, MN 55102. The containers shall then be packaged 6 per case. All deliveries shall be delivered to Building 10 East Loading Dock between the hours of 8:00 AM and 3:00 PM Monday through Friday except for federal holidays. Deliveries that are scheduled for federal holidays shall be delivered the on the next business day which the government is open for business. The vendor response shall also include any other specific and relevant information related to the requirements of this project that will enable the Government to determine the capabilities of the company to manufacturer and provide the products described above in this synopsis. Interested organizations must demonstrate and document in any response submitted, to this market survey/sources sought notice extensive experience with manufacturing and providing products fully meeting the specifications described above.
