Description
RECOVERY ACT - THE NASA GLENN RESEARCH CENTER (GRC) HAS BEEN AUTHORIZED UNDER THEAMERICAN RECOVERY AND REINVESTMENT ACT OF 2009 TO ISSUE A TASK ORDER FOR ENGINEERINGSUPPORT SERVICES UNDER THE PREVIOUSLY AWARDED, NON-COMPETITIVE, 8(A) CONTRACT NNC06BA08BWITH N&R ENGINEERING.THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY.In accordance with the Business Development (BD) Program operated by the Small BusinessAdministration (SBA) pursuant to section 8(a) of the Small Business Act and asencompassed by Federal Acquisition Regulation (FAR) 19.8, Contracting with the SmallBusiness Administration (The 8(a) Program), this award was made on a non-competitivebasis directly to an 8(a) firm.BACKGROUND: NASA Glenn Research Center has committed support for specific efforts underthe American Recovery and Reinvestment Act of 2009. The Act specified Aeronautics fundsto be used to undertake systems-level research, development and demonstration activitiesrelated to aviation safety, environmental impact mitigation, and the Next Generation AirTransportation System (NextGen). These objectives apply to systems-level research anddevelopment of materials, flight controls, and flight critical systems which supportaviation safety and NextGen.The Aeronautics Research Mission Directorates Aviation Safety Programs goal is, by2016, to identify and develop tools, methods, and technologies for improving overallaircraft safety of new and legacy vehicles operating in the Next Generation AirTransportation System.All of this work is to develop tools and methods for improvedsafety of materials, flight controls, and flight critical systems operating in the futureNextGen environment.The specific area of support for this task, per NASAs Recovery Act Program Plan forAeronautics Research, Aviation Safety Program, is to Provide enhanced models and higherfidelity simulations resulting in the ability to qualify performance predictionuncertainty in realistic environments, and Enable flight research of adaptive controltechnologies to prevent loss-of-control and maintain NASAs flight test capabilities.NASA GRC intends to issue a task order under existing contract NNC06BA08B to procureengineering services to develop algorithms incorporating adaptive control technologies.The outcome of this task is a turbofan engine simulation for use in diagnostics,prognostics, and adaptive control applications.Oral communications are not acceptable in response to this notice. This announcement will not result in a Request for Proposal; this announcement is forinformational purposes only.
