- The purpose of this Sources Sought is to determine if there are interested, qualified companies that are capable of performing the efforts described herein. The Defense Intelligence Agency is seeking sources to provide and develop a comprehensive HUMINT Targeting training program that satisfies the human capital training and career development requirements for skilled HUMINT Targeting Officers (HTO) in the Defense Intelligence Agency (DIA) Directorate for Human Intelligence (DH). The overall goal of this training program is to introduce, improve, and master HUMINT Targeting Officer skills by providing both a three week Fundamentals of HUMINT Targeting Course (FHTC) and a four week Advanced HUMINT Targeting Course (AHTC). FHTC will introduce the student to basic skill sets required of the HTO. AHTC will achieve advanced level mastery of HUMINT targeting methods. A Program of Instruction (POI) and curriculum exist for FHTC but need to be updated and synchronized to compliment the development of AHTC. A POI/course outline has been created for AHTC, but the curriculum and course materials have not been fully developed. The information provided below outlines the required to fully develop the curriculum and course materials from the AHTC POI, instruct AHTC to the students, streamline FHTC curriculum to compliment AHTC, and deliver FHTC instruction. FHTC and AHTC courses should alternate throughout the year. The exact number of courses has not yet been determined. The contractor will develop and provide instruction and training in: 1. Integration, ingestion of data, scrapes, virtual social networking and open source material. 2. Pattern recognition and pattern of life (POL) using Intelligence Community (IC), Open Source, Law Enforcement and commercially available data. 3. Methodologies for integration of data scrapes, virtual social networking and open source material. 4. Structured SNA methods 5. Topical sample problems and scenarios using realistic, large data sets. 6. Human factors analysis (HFA of individuals including social, economical, educational and cultural norms. 7. Use of Operational Security (OPSEC) procedures as applied to web-based virtual environments. 8. HUMINT Targeting methodologies and strategies. 9. HUMINT collections methodologies as applied to HUMINT Targeting efforts. The contractor will conduct the training in DIA computer equipped classroom facilities in Washington, DC without exception. All primary instructors and curriculum developers must hold appropriate clearances (TS/SCI and be able to obtain HCS). Interested parties should submit a White Paper no more than ten (10) pages in length that provides information regarding currently existing capabilities that meet all the identified attributes. Also, resumes of the proposed instructors and curriculum developers must be provided as an attachment to the White Paper, but the resume is not part of the page count. Past Performance of no more than five (5) pages in length must also be submitted, identifying a list of no less than three but no more than five contracts that were active in the past three years for same or similar work. All responses must include CAGE Code, company name, size of business, and points of contact (including telephone number, facsimile number, and email addresses). This is a SOURCES SOUGHT SYNOPSIS only. This is in support of market research being conducted by DIA to identify interested, qualified sources. It is the intent of the Government to issue a solicitation; however, that will be accomplished after completion of this required market research. Interested parties are required to submit the above White Paper, resume, and Past Performance by e-mail to Emily Weir at emily.weir@dia.mil no later than 16 Apr 2010 at COB.
