Description
Amendment: The Cincinnati VAMC has a requirement for Project 539-10-109, "FCA - Parking Lot Improvements Phase II" per the drawing and specifications. This opportunity is available only to contractors under public law 109-461 and 38 USC 8127. This acquisition will be solicited pursuant to the Veterans' First Public Law 109-461 as a Service-Disabled Veteran-Owned Small Business Set-Aside. The S.D.V.O.S.B. contractor is required to perform a minimum of 15% of the construction work on the project. This does not include paperwork, submittals, etc. Additionally, this acquisition will be conducted in accordance with FAR 14.408-1(a) (3), to that responsible bidder whose bid, conforming to the invitation, will be most advantageous to the Government, considering only price and the price-related factors.Do not send questions to this notice. Questions will be accepted after the solicitation has been published. A Firm-Fixed Price Construction award is anticipated. Contractor shall completely prepare the site for building operations, including demolition and removal of existing structures, general construction, alterations, mechanical and electrical work and to furnish labor, management, transportation materials and equipment necessary to accomplish the work indicated on the contract drawings as stated in the specifications or reasonable implied Veterans Affairs Medical Center, 3200 Vine Street, Cincinnati, Ohio 45220. Solicitation documents, including specifications and drawings, will be available electronically on or about April 20, 2010, at the following website: www.fedbizopps.gov. INTERESTED PARTIES ARE STRONGLY ENCOURAGED TO REGISTER TO RECEIVE NOTIFICATION OF ACTIONS INCLUDING POSTING OF THE SOLICITATION AND ANY AMENDMENTS. HOWEVER, OFFERORS ARE ADVISED TO CHECK THE SIGHT FREQUENTLY AS THEY ARE RESPONSIBLE FOR OBTAINING AMENDMENTS. One Hundred and Twenty (120) day bid acceptance period will be required. Bond information: A 20% Bid bond must be submitted with bid. Performance bond and payment bond will be required from the contractor receiving award. A pre-proposal conference shall be held at a date, time, and location to be provided in the solicitation. In accordance with VAAR 836.204, the magnitude of this project is between $250,000.00 and $500,000.00. Offerors must be listed in the VetBiz.gov Vendor Information Pages at www.vetbiz.gov, currently registered in Central Contractor Registration, www.ccr.gov, and have completed online Representations and Certifications at http://orca.bpn.gov. North American Industrial Classification Standard (NAICS) code assigned to this construction project is 236220 with a small business size standard of $33.5 million. The proposed contract will encompass work: Period of performance is 270 days from the Notice to Proceed. A. BID ITEM #1: Contractor shall completely prepare site for building operations, including demolition and removal of existing structures, and furnish labor and materials and perform work for the improvements to the designated asphalt paving, concrete curbs, walk way and stairs, and landscaped areas located at the Cincinnati VA Medical Center, as indicated by drawings and specifications. B.BID ITEM #2: DEDUCTIVE ALTERNATE NO.1: All work in BID ITEM #1, Base Bid, except DELETE all labor and materials associated with replacing existing asphalt pavement in the area as identified in drawing A1.00 and A2.00. C.BID ITEM #3: DEDUCTIVE ALTERNATE NO.2: All work in BID ITEM #1, BASE BID except DELETE all work as specified in BID ITEM #2, DEDUCT Alternate #1, and materials associated with replacing existing asphalt pavement and restriping in the area as identified in drawing A1.00 and A2.00. D.BID ITEM #4: DEDUCTIVE ALTERNATE NO.3: All work in BID ITEM 1, BASE BID except DELETE all work in BID ITEMS #2, DEDUCT Alternate #1 and BID ITEM #3, DEDUCT Alternate #2 and all labor and materials associated with resealing west parking lot, restriping, installing new curb and repainting existing curb per drawing A2.00.
