- Description
- This is a notice of intent to negotiate with General Electric Engine Services, Inc. (GEES) for Depot repair for T700-GE-401C and T700-GE-401 engines along with the Cold Section Modules (CSM) and Power Turbine Modules (PTM) for each series engine. A modification will be issued to GEES existing contract N00421-09-D-0008 to increase the maximum quantity of reworked engines needed for the T700-GE-401C and T700-GE-401. The Government intends to negotiate on a sole source basis (in accordance with FAR 6.302-1) with GEES because they are the only company with authority or authorization to run the Data Reduction Program when testing engines on the test cell. GEES proprietary test cell Data Reduction Program is a requirement for all depot reworked engines. The Government does not own/possess the technical data that is utilized in the Data Reduction Program. The test cell Data Reduction Progam was developed and is owned by General Electric Aircraft Engines (GEAE) which is GEES’ parent company. GEAE has not given Parts Manufacturer Authority (PMA) to any private company not owned by GEAE, making GEAE and GEAE-owned subsidiaries the only manufacturers for a majority of the parts necessary to rework/repair the T700-GE-401 engines and modules.
