Description
This publication serves as notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Mammal Laboratory (NMML) located in Seattle, WA on a sole source basis with Dr. Lea of University of Tasmania. The government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures. This notice represents the only official notice. Proposed vendor shall perform the following tasks: 1. Analysis of telemetry data and associated capture data for 166 northern fur seal pups with satellite transmitters and the formation of a new database containing the state space modeling output combined with atmospheric covariates. The database should be compatible with existing databases for both raw and processed data within the Alaska Ecosystems Program and will be retained by NMML; 2. Assist in the writing and completion for publication of a manuscript detailing storm effects on the migratory patterns of pups and adults.; 3. Assist in the writing and completion for publication of a manuscript describing the derived predator related storm index; 4. The presentation of scientific results at least one major scientific conference, e.g. North Pacific Marine Science Organization (PICES) or Society for Conservation Biology. The National Marine Mammal Laboratory (NMML) is conducting ongoing studies to investigate reasons for the decline of northern fur seals in Alaska. Northern fur seals are listed as "depleted" in U.S. waters under the Marine Mammal Protection Act of 1972. Biennial counts of pups on the Pribilof Islands indicate that the population decreased at approximately 5.8% per year between1998-2006, and the small recently established population on Bogoslof Island has increased at a rate of 12% per year from 1997 to 2005. The purpose of this project is to analyze the telemetry data obtained from fur seal pups during the winters of 2005-2006 and 2006-2007. The enormous amount of data that has been generated by this project requires an advanced researcher with the experience and knowledge of the data to be analyzed. Dr Lea is uniquely qualified to complete this work because of her ongoing work involving the fur seal telemetry data which has resulted in a database of all pup telemetry data, one published manuscript, a second in review by peer reviewed journal, and a third currently under internal review for manuscript submission. The Government intends to negotiate a firm fixed price contract with the period of performance commencing approximately May 1, 2010 thru April 30, 2011 with no option periods. The NAICS code for this procurement is 541690 with a corresponding size standard of $7.0M. This notice of intent is not a request for competitive proposals; however, all submittals received by the due date set forth in this notice will be considered by the Government. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. It is the Government's belief that only Dr. Lea of Tasmania University can provide these services. However, other potential sources with the expertise and required capabilities to provide these services may submit such data which demonstrates the technical requirements stated above no later than 10 calendar days from the date of the posting of this announcement. This data must include sufficient information to allow NOAA to evaluate the proposal relative to the technical requirements stated above.
