- The National Institute of Environmental Health Sciences (NIEHS), Research Triangle Park, NC intends to negotiate on a sole source basis with Ceiba Solutions, Inc, Seattle WA 98109, pursuant to 41 U.S.C.253(c)(1)--Only one responsible source and no other supplies or services will satisfy agency requirements. This request is for the annual renewal for Rosetta Resolver Extended Service Software and Support and annual renewal of Rosetta Resolver Concurrent User Software and Technical Support. The renewal period covers 6/27/2010 through 6/26/2011. This existing software is for production of microarray gene expression database and data analysis. The Rosetta Resolver database system, along with its analysis interrogation methodologies as well security, management, data exchange and comprehensive technical support, professional services and training concludes that the Rosetta Resolver database system is the only microarray gene expression data management and analysis system found to have these features required and deemed suitable for the NIEHS Microarray Group (NMG) to continue ongoing microarray and data analysis services as well as provide continuity of NIEHS-wide principal investigator gene expression research. Interested parties may indentify their capabilities/specifications to the Purchasing Agent at the address stated above. This notice of intent is not a request for competitive proposals; however, all responses received within 8 days from the date of publication of this synopsis will be considered by the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 8 days of this notice to determine whether a qualified source is more advantageous to the Government, an order will be placed with Ceiba Solutions, Inc. The NAICS Code/Size is 511210/$23M this procurement is to be processed using Simplified Acquisition Procedures in conjunction with FAR Part 12, Acquisition of Commercial Items and is not expected to exceed the Simplified Acquisition threshold of $100,000.
