Description
The U.S. Coast Guard is setting aside this acquisition for Small Business concerns. The Coast Guard intends to conduct this procurement in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items and FAR Subpart 13.5, Test Program for Certain Commercial Items. The NAICS Code is 336611 and the SIC is 3731. The acquisition is for drydock repairs to the USCGC DRUMMOND (WPB-1323), a 110 FOOT "B" CLASS PATROL BOAT, at the contractor's facility. The simplified acquisition will be issued as a Best Value Request for Quotes (RFQ), on or about 21 April 2010 with quotes due on or about 13 May 2010 via the Federal Business Opportunities (FEDBIZOPPS) web page at https://fbo.gov. This requirement will be evaluated using past performance as an evaluation factor. It is incumbent upon contractors to monitor the FEDBIZOPS web page for the RFQ release and all subsequent amendments. FEDBIZOPS also contains an option for automatic notification service. Hard copies of the specification and solicitation will not be issued. A CD-ROM containing all applicable drawings is available free of charge to contractors upon request not later than three (3) days from the solicitation issuance. The CD-ROM(s) contain WINDOWS compliant raster/vector formats (e.g.*.DWF, etc). The home pier of the vessel is 100 Macarthur Causeway, Miami, FL 33139. The vessel's availability is for Forty-two (42) calendar days, starting on or about 26 July 2010. This requirement is geographically restricted to a facility within 576 nautical miles, one-way or 1,152 nautical miles, round-trip of the vessels homeport of Miami, Florida. The scope of this acquisition is for the dry docking, overhauling, cleaning and repairing of various items aboard the USCGC DRUMMOND (WPB-1323). Provide all labor, material and equipment necessary to perform dry dock repairs, including but not limited to the following: routine drydocking, provide temporary logistics, clean and inspect fuel service tanks, clean and inspect fuel stowage and overflow tanks, clean and inspect oil and oily waste tanks, clean and inspect sewage collection and holding tanks, clean and inspect grey water collection and holding tanks, perform air test of interior compartments, clean sewage piping system, clean grey water piping system, clean and disinfect potable water tanks, preserve and disinfect potable water tanks - 100%, preserve sewage collection and holding tanks - 100%, preserve grey water collection and holding tanks - 100%, preserve oil and oily water tanks - 100%, inspect mde exhaust system, remove, inspect and reinstall propellers, repair propeller root erosion, remove, inspect and reinstall propeller shafts, overhaul mechanical shaft seal assemblies, renew water-lubricated propeller shaft bearings, clean and insect heat exchangers, overhaul and renew sea valves, overhaul and renew firemain valves, overhaul and renew bilge and ballast valves, overhaul duplex sea strainers, overhaul stabilizing fins, overhaul steering gear components, remove, inspect and reinstall rudder assemblies, inspect and maintain cathodic protection system, renew CAPAC anode assembly, renew depth indicating transducer, preserve underwater body - 100%, preserve underwater body - partial, preserve stern tubes, perform ultrasonic thickness measurements, perform aluminum hull and structural repairs - ¼" plate, perform aluminum hull and structural repairs - 3/16" plate, perform aluminum hull and structural repairs - 5/16" plate, perform hull and structural plating repairs - crack (aluminum), perform hull and structural plating repairs -eroded weld (aluminum), perform hull and structural plating repairs - overlay welding (aluminum), perform steel hull and structural plating repairs (5-pound), perform steel hull and structural plating repairs (7.5-pound or 7.65 -pound), perform hull and structural plating repairs - crack (steel), perform hull and structural plating repairs - eroded welds (steel), perform hull and structural plating repairs - overlay welding (steel), preserve battery space, preserve surfaces in forward auxiliary machinery space, preserve forward peak compartment, preserve freeboard - 100%, renew shower stalls, renew deck covering system(s), modify exhaust hangers (EC 110-C-148), renew insulation in various compartments, preserve engine room bilge surfaces in various locations, renew floating deck system in aft berthing, renew floating deck system in galley and mess deck, renew structural closures, renew speed Doppler, spool piece, waster piece and overhaul doppler valve, renew various deck fittings, renew superstructure wasted metal, install main diesel engine duplex sea strainers (EC 110-B-133 AMEND 1), install new grey water pumps and piping (EC 110-C-140), renew capastic faring, perform hull and structural plating repairs - corrugated plate (4.0-pound), perform hull and structural plating repairs (10.2-pound), perform steel structural member repairs-1" x 3" steel t-bar framing, composite labor rate, GFP report and lay days. All welding and brazing shall be accomplished by trained welders, who have been certified by the applicable regulatory code performance qualifications procedures.
