Description
This is a sources sought notice only; it is not a request for competitive proposals. The Department of Veterans Affairs, VA Caribbean Healthcare System (VACHS), San Juan, Puerto Rico is conducting market research to identify potential sources for a contract for Security Guard Services at the San Juan VA Medical Center, Mayaguez, Ponce and Arecibo, Community Based Outpatient Clinics (CBOC's), Carolina Warehouse, parking lots, and other premises currently under construction. The awardee shall furnish all labor, managerial supervision, material, equipment, transportation and associated supplies necessary to provide security guard services at the specified locations. The anticipated period of performance is from October 1, 2010 through September 30, 2011, with four one-year option periods. It is anticipated the awardee will provide a complete staff of security guards. Routine and unforeseen working schedules are anticipated. The applicable NAICS code for this procurement is 561612, Security Guards and Patrol Services. The Small Business Size Standard is $18.5 million. Interested parties should respond to the Contracting Officer, Maribel Santa by mail at VA Caribbean Healthcare System, 27 Ave. J. Interested parties shall provide the following information/documentation for Government Evaluation: Private Detective License or Security Company/Agency Operation License in accordance with "Ley de Detectives Privados de 1965", Company profile, including the name of the business, complete contact information, business size and socioeconomic category, such as: Service Disable Veteran Owned Small Business, Veteran Owned Small Business, Women-Owned Small Business, Hubzone Small Business, 8 (a) Small Business, etc.Interested parties are reminded that to qualify as a Small Business under any of the above socioeconomic categories, in the event a set aside is done for any of these small business categories; at least 50% of the cost of personnel for contract performance shall be spent on employees of the small business concern in the appropriate socioeconomic category. Interested parties shall be prepared to demonstrate how this requirement will be met, as meeting this requirement will be evaluated in determining the successful offeror once a solicitation is issued. Small business concerns should not claim eligibility for any given set-aside if they cannot meet the cost of personnel requirement for that set-aside. In addition, the requirement of possessing a Private Detective License or Security Company/Agency Operation License is critical. Therefore, in the event a SDVOSB or VOSB set-aside is done, the veteran shall be the participant who held such license since the veteran shall posses the control of the firm. Interested parties should respond not later than April 30, 2010 at 3:00 p.m., Atlantic Standard Time. This Sources Sought Notice is to assist the VA in identifying an appropriate acquisition strategy only. A solicitation package is not available at this time. Once a solicitation is issued, the same will be announced/posted in this website with sufficient time for all interested parties to respond accordingly. Interested parties shall respond to the solicitation in order to be considered for award.
