Description
Purpose: The USSOCOM is pleased to release this Request for Information (RFI) to determine and update a capabilities list of current companies with Information Management Technologies, Broadcast Technologies, Print Technologies, and Scatterable Media Technologies as outlined in the Background section of this RFI and the response guidelines of this RFI. Background: USSOCOM is seeking information on Information Management Technologies, Broadcast Technologies, Print Technologies, and Scatterable Media Technologies to advance and improve USSOCOM's psychological operations that are applicable to the planning/research, target audience analysis, development, design, production, distribution, dissemination, and evaluation of information to mass markets including those over long distances. Specifically, USSOCOM is looking for information from industry to meet this fielding requirement with regard to the following four disciplines: Information Management Technologies: USSOCOM is seeking information on Information Management systems. Specifically, for the purposes of this RFI, USSOCOM is interested in receiving information regarding industries capabilities in Embedded Metadata, Enhanced Archive Storage/Retrieval, Enhanced Editing Technology; Blue Light Storage, Laser Technology For Enhanced Higher- Volume Storage Over Current Media; Standardized Formats, Eliminate File Conversion; Data Compression Capability Technology, Improved Bandwidth Usage; Virtual Studio Technology, 3D Graphics & Virtual Set Software Tools; Automated Data Archive Technology; Standardization Of Deployable Production & Electronic News Gathering Capability Technology; Video & Audio Studio Modernization Technologies; Video & Audio Processing Enhancement Technologies. Broadcast Technologies: USSOCOM is seeking information on Broadcast Technologies that enhanced/improved efficiency for broadcast transmitters and antennas. Specifically, for the purposes of this RFI, USSOCOM is interested in receiving information regarding industries capabilities in affordable digital/Analog TV and AM, FM, SW capabilities which allow remote broadcast and reduce forward signature of friendly forces (remote long distance broadcast). In addition, blue tooth/wireless like technologies which allow remote broadcast from a family of loudspeakers (allows forces to broadcast synchronous messages using UAVs, manportable, and/or vehicular loudspeakers to deliver clear messages across a large area). This will assist in reducing loss of life during clearing operations/movement to contact, management of DPs, MIGOPs and HA missions. Print Technologies: USSOCOM is seeking information on Print Technologies and capabilities that are used to disseminate marketing, advertising, and information in the commercial world, both domestically and internationally. Technologies allowing print capability to be rapidly taken down, packed, and moved via air, ground, or sea, and rapidly established in an austere environment, without degrading quality or capability are especially of interest. Ruggedized equipment, equipment built to operate in austere, dusty, and wet environments, and equipment for use with variable data are also of interest. Print products designed to appeal to the populations of third world countries in Asia, Africa, the Middle East, and Central and South America are of interest. Scatterable Media Technologies: USSOCOM is seeking information on Scatterable Media Technologies capabilities that will be used to disseminate information and could take the form of broadcast electronic media receivers (tools, instruments, implements) for AM/FM/UHF/satellite broadcast operations; satellite radios; miniaturized AM/FM broadcast transmitters; miniaturized loudspeakers; entertainment devices; game device technologies; electronic paper; greeting cards; telephony technologies; text messaging; Text analytical and social network mapping solutions with Geo-locating capabilities; or other media capable of receiving and/or transmitting Internet broadcast or commercial radio frequency signals. Specifically, for the purposes of this RFI, USSOCOM is interested in receiving information regarding industries capabilities in 1) Miniaturization of media/transmitter/antennae/power source, 2) Ruggedized and hardened hardware, both in construction and packaging, able to withstand a variety of environmental conditions and temperatures, 3) Internet/cellular/cyber technologies broadcast reception and transmission devices, 4) Media dissemination and reception in telephone, cell phone devices, including text messaging, video and television streaming, 5) Gaming technologies, 6) Renewable power sources, battery, power storage, and recharge technologies, 7) deployable, from air-platforms, air-droppable, 8) self-powered - low power requirements (long-life battery, solar, friction dynamo, other), 9) lightweight, 10) trackable, 11) disguisable. Response Guidelines: Respondents shall provide a technical capabilities statement per the white paper format listed in Response Formats below. All page limitations are based on a single sided pages 8.5x11 inch paper, single spaced Aerial or Times New Roman typeface no smaller that 12-point (smaller fonts of no less than 8-point are acceptable for graphics, figures, tables, footnotes and legends), and 1-inch margins. Quad charts shall meet the same pitch and font requirements and format as outlined in the Response Format. Respondents should ensure that their submittals address items outlined within this RFI. Total Page Count: Seven Pages Total - Five Pages = White Paper (Intro page is allowed and will not count against page count). - Two Page = Quad Chart Response Formats: White Paper • The White Paper shall be a maximum of five pages in length (12 pitch type, 1 inch margins). • Introduction - The White Paper information should identify the company name, address, point of contact phone number and email address, company size, status under the identified North American Industry Classification System code, and Data Universal Numbering System number. • Paragraph 1 - The White Paper should identify in the first paragraph the company's security clearance for facility and employees, capabilities to receive, generate, safeguard and destroy classified material, as well as the capability to fabricate, modify or store classified hardware. • Paragraph 2 - 5 - The White Paper should identify the company's capabilities, capacity and direct work experience in successfully performing these areas of interest. o Paragraph 2 - Information Management Technology o Paragraph 3 - Broadcast Technology o Paragraph 4 - Print Technology o Paragraph 5 - Scatterable Media Technologies • Paragraph 6 - The White Paper should identify prime and subcontractor relationships (i.e., percentage of work performed between prime and subcontractors). Quad Charts • Number of pages - 2 Page 1: • Font - Times New Roman, 12 Point • Upper left quad - Information Management Technology • Upper right quad - Broadcast Technology • Lower left quad - Print Technology • Lower right quad - Scatterable Media Technologies Page 2: • Upper left quad - Number of TS/SCI cleared personnel • Upper right quad - Number of Certified SCIFs • Lower left quad - Number of US Government Contract for a single year equal to or greater than $5 million • Lower right quad - Business Contact Information Limitations: USSOCOM prefers to deal with companies that have a Top Secret Clearance with Specialized Compartmented Information access (TSSCI) or the ability to obtain one; however, lacking this qualification does not prohibit your company from responding to this RFI. Please indicate the level of security your company maintains and note the level of any pending approvals. Send Responses: Send white paper and quad chart responses by 3 P.M. EST, September 30, 2010 by email to kevin.sheppard@socom.mil This notice was amended on 14 APR 2010 to extend the RFI answering period to 30 SEP 2010. It is anticipated that an RFP will be released in FY2011. Not responding to this RFI will not restrict a company from proposing on the RFP if it is released. There is no guarantee that an RFP will be released in FY2011. Information obtained from this RFI will help refine government requirements with industial capability. Analysis of Responses: USSOCOM is interested in obtaining information from industry that are capable of performing these business areas of interest. A vendor does not need to meet all business areas of interest to submit. Information obtained will help refine acquisition and operational requirements for future business and a means to meet those requirements.
