Description

The United States Army Research, Development and Engineering Command, Contracting Center intends to award a purchase order in the amount of $89,998.00 on the basis of other than full and open competition to Pacific Science & Engineering Group to provide human factors (HF) and human-system integration (HSI) engineering support and services, and consulting and technical services to the DARPA Predictive Analysis for Naval Development Activities (PANDA) program. The RDECOM-STTC determined full and open competition is not possible for the following reasons: Pacific Science & Engineering (PSE) completed Phase II of a Defense Advanced Research Project Agency (DARPA)-sponsored Small Business Innovative Research (SBIR) project called Knowledge Flow in Command and Control (KFCC) in 2008 (DARPA SBIR SB041-020, Contract number: W31P4Q-06-C-0300.) The goals of this effort were to address information and knowledge exchange issues in modern Command and Control (C2) command centers, and develop intelligent C2 technologies to aid US Navy watch-standers and decision makers. Since this research was developed under a SBIR award, all data rights to the technology have been protected for use by others.
