- Statement of Work for requirement to provide training on transitioning requirements from cost reimbursement to fixed price contracts This combined synopsis/solicitation is for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Department of Education (ED) is seeking proposals for three training sessions on transitioning from cost reimbursement to fixed price contracting for ED acquisition staff. See statement of work uploaded separately. Your quote shall be submitted on company letterhead and include the following information: 1. Vendor Name 2. Vendor Address 3. Type of Quote (i.e. open market, GSA schedule, etc) 4. Draft course outline, to include course overview, agenda (number of days and times), etc. 5. Cost for 3 training sessions for 20 attendees each 6. All 3 training sessions shall be delivered before August 31, 2010 7. Period of Validity (expiration date) for your quote 8. Signature of the authorized, cognizant entity 9. Source Selection: In accordance with FAR Subpart 12.207, one firm fixed price award will be made for these commercial services. Offerors will be evaluated based on their ability to meet the solicitation requirements and the price offered. The basis for award will be best value. As the difference in Offeror's services become more equal, price will be the determining factor in the award decision. All responsible sources may submit a quotation that, if timely received, shall be considered by ED. Offerors must adhere to the provision of FAR 52.212-1, Instructions to Offerors-Commercial Items. Offerors must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items with the quotation. FAR 52.212-4, Contract Terms and Conditions-Commercial Items applies to this acquisition. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items applies to this acquisition and the following FAR clauses cited in the clause are applicable. 52.232-33 Payment by Electronic Funds Transfer-Center Contractor Registration (OCT 2003) (31 U.S. C 3332) 52.222-21 Prohibition of Segregated Facilities (FEB 1999) A. Deadline for Submission of Quotations Electronic submissions are due by 1:00pm (EST) on April 28, 2010 B. Deadline for Submission of Comments Electronic submissions are due by 1:00pm (EST) on April 26, 2010
