- Market Research Questionnaire The Contractor shall furnish services for transporting U.S.Government freight by Contractor-provided trucks as set forth in the Pricing Schedule, in accordance with (IAW) the terms and conditions of the resultant contract and applicable Government of Japan (GOJ) laws and trade practices. The areas of performances are 1) Between Akizuki Ammunition Depot, Akizuki, Etajima-cho, Hiroshima-ken and Kawakami Ammunition Depot, Hachihonmatsu-cho, Higashi-Hiroshima-shi, Hiroshima-ken; and 2) Between Hiro Ammunition Depot, Hiro-Oban-cho, Kure-shi, Hiroshima-ken and Kawakami Ammunition Depot. The period of performance is anticipated for a one-year basic period with four (4) one-year options, for a total of five (5) years. The anticipated performance start date is 1 Aug 10. Offeror will propose a rate for transportation by van/wing-type trucks of any size defined in the requirement paragraph 1.3.1 in the draft Performance-Based Statement (PWS) as ordered by the Transportation Officer (TO) for transportation of hazardous or sensitive freight. Flatbed trucks with double tarp and double tie down may be used for transportation of hazardous or sensitive freight if van/wing-type trucks are not available and the use of flatbed trucks is specifically approved by the TO. The outer layer shall be a canvas or rain cover and must be both fire and water resistant. All costs of operation under this contract shall be borne by the Contractor, including but not limited to, tolls, licenses, costs of overtime, ferry charge, Sunday or holiday work, or for operations during stormy or inclement weather. Award will be made to the offeror whose offer represents the best value to the U.S. Government considering the evaluation factors stated in the solicitation. The solicitation is not restricted. The due date for responding to the Market Research Questionnaire (to be posted in the near future) is tentatively set for 16 Apr 10. The solicitation will be available on this web site.
