- The Naval Surface Warfare Center, Carderock Division (NSWCCD) has a requirement for engineering testing and analysis services for managing shipboard wastewaters (oily, black, gray, combined black/gray, non-skid surface cleaning, and plasma arc waste destruction) and shore-side ship maintenance action wastewaters (hull cleaning, vertical launch system, and heat exchanger flushing). These services will be provided as a result of the Strategic Environmental Research and Development Program (SERDP) exploratory development solicitation. This procurement required services in the area of solids separation and concentration of shipboard wastewaters and residuals by a High Shear Rotary Membrane System (HSR-MS). The procurement will have a period of performance from the effective date of the contract through 3 years thereafter. The set-aside for small business concerns has been dissolved. The proposed contract action is being solicited on a sole-source basis to University of Maryland Baltimore County (UMBC) Civil and Environmental Engineering Department (CEE). The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1(a)(2)(ii). UMBC CEE research engineers and scientists have considerable experience with both HSR-MS and shipboard wastes. They have been working on various HSR-MS and/or Navy waste solids issues for over four years and have developed initial advanced HSR-MS concepts that require further development, testing, and verification. Award to any other source at this stage of the program would result in duplication of costs to the Government that are not expected to be recovered through competition and would result in an unacceptable time delay. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all responses received by 30 April 2010, at 5:00pm will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
