- This is a notice of intent that WR-ALC anticipates issuing an engineering services contract to obtain software tools and engineering services support necessary to provide an automated interface to the Combat Electronic Environment Simulator (CEESIM) in support of the ALR-69A system. The proposed contract action calls for a basic period of performance of twelve months and one option with a twelve month period of performance. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source, Northrop Grumman Techincal Services, Herndon, VA, CAGE: OJRC1, under authority of FAR 6.302. Justification: services are available from only one responsible source and no other services will satisfy agency requirements. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. However, all proposals receive withing forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
