- PRE-SOLICITATION SYNOPSIS: THIS IS NOT A SOLICITATION. The purpose of this synopsis is to notify potential offerors of the U.S. Environmental Protection Agency (EPA), Office of Acquisition Management's (OAM's) intent to issue a competitive small business set-aside solicitation to provide technical support to EPA in fulfillment of its responsibilities for oversight and enforcement of both CERCLA and RCRA activities at active, closed, or former Federal facilities, including Base Realignment and Closure (BRAC) installations, Formerly Used Defense Sites (FUDS), and Formerly Used Site Remedial Action Program (FUSRAP) sites. To a much lesser extent, this contract may be used to provide technical support to EPA at non-Federal potentially responsible party (PRP)-lead (i.e., privately-owned) sites. These services will primarily be provided within EPA Region 1 (which encompasses the area of Connecticut, Maine, Massachusetts, New Hampshire, Rhode Island, and Vermont), however, there is the possibility of performance in other regions due to regional crossover. It is the Government's intent to award an Indefinite Delivery Indefinite Quantity (IDIQ) contract from this solicitation through a small business set-aside. The resulting contract will contain fixed rates for labor. The Government may issue either Time-and-Materials (T&M) or Firm-Fixed-Price (FFP) task orders. The anticipated ordering period includes a sixty (60) month Base Period, and two (2), 12 month Award Terms with a maximum potential ordering period totaling eighty-four (84) months. The total estimated level of effort for this requirement in professional labor hours for all years is 50,455 hours. The NAICS code for this acquisition is 541620, Environmental Consulting Services, with a size standard of $7 Million. This is not a request for submission of proposals. The solicitation for this procurement is anticipated to be released on or about June 2010 with an award anticipated in March 2011. This procurement will be conducted under Federal Acquisition Regulation (FAR) Part 15 - Contracting by Negotiation. Contract award will be made using a best value approach, with technical capability being of greater importance than cost or price.
