Description
The USDA, ARS, Southern Plains Area Office, College Station, Texas intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(a)(2)(ii)(A) with Sympatec Inc., 9 Prince Road, Ste A, Lawrenceville, NJ 08648, for a Spray Droplet Measurement System. This procurement is being conducted under Simplified Acquisition Procedures (SAP) - a follow-on contract for the continued development or production of a major system or highly specialized equipment, including major components. The USDA, ARS, Aerial Application Technology group is investigating measurement of spray droplets using laser imaging systems. The purchase of a new laser-droplet imaging system will significantly increase the project capabilities and allow new research avenues to be addressed in a more timely fashion. The spray droplet measurement system will be used for conducting spray atomization research in a high speed wind tunnel. The minimum requirements are listed as follows. 1. Laser-based droplet imaging system must be capable of measuring spray droplets from 0.5 - 3000 µm in size in a high speed airstream (100-225 mph); 2. Auto alignment of the optics must be used to focus the laser on the imaging detector; 3. The instrument must be able to use the Sympatec R5 and R7 lens, which have already been purchased by the Research Unit for a similar laser-based imaging systems; 4. System must be a complete system with laser-based measurement system, operating computer, and software with initial installation, training, and calibration included. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact above not later than 15 days from the posting date of this notice. Such capabilities/qualifications will be evaluated solely of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. No RFP will be issued based upon this Notice of Intent.
