- FISC Norfolk, Philadelphia Division intends to acquire through full and open competition a Base Realignment and Closure (BRAC) Manager to assist the Navy Bureau of Medicine (BUMED) in its headquarters relocation effort. It is anticipated that one FTE Project Manager-level BRAC Manager would be required to assist BUMED in assessing its office contents, developing a plan of action and milestones for relocation, and tracking the accomplishment of that plan. It is estimated that approximately 500 people would be relocating and the contents of seven buildings. The contractor would be responsible for conducting pre-move assessments and preparations, and tracking the progress of the actual relocation. However, the actual moving services would not be the responsibility of this contract. The BRAC Manager would have to interface with Government / Navy personnel and organizations and Contractors who may be assigned to this relocation effort. It is intended that this procurement will be processed in accordance with FAR 13.5 Test Program for Certain Commercial Items, and FAR Part 12 will apply. It is anticipated that a firm fixed price contract will result from this solicitation. A twelve month base period with a twelve month option period is contemplated. This requirement will be evaluated on a best value basis and offerors will be expected to submit both cost / price and technical proposals for the consideration of the Government. All qualified contractors are encouraged to submit quotes in response to the forthcoming RFQ. All contractors must be registered in the Central Contractor Registration system.
