Description
The Division of Unintentional Injury Prevention (DUIP) in the National Center for Injury Prevention and Control (NCPIC) in the Centers for Disease Control and Prevention (CDC), Department of Health and Human Services (DHHS), intends to compete a performance-based services requirement to obtain the technical assistance and evaluation services of a contractor who will work with all 6 of the newly funded Tribal Motor Vehicle Injury Prevention Programs (TMVIPPs). The contractor will assist the TMVIPPs in translating and tailoring evidence-based motor vehicle interventions to their communities; provide support to help the TMVIPPs overcome barriers to program implementation and evaluation; assist in the analysis process, including the review of program implementation and evaluation processes; assist in developing plans to publicize TMVIPP results; and work towards Program sustainability. The focus of this contract is to provide technical assistance, including evaluation assistance. The evaluation assistance includes collection of process, impact, and outcome evaluation measures, as described below: A. Process: will emphasize the reach of education, media, equipment distribution and enforcement activities. B. Impact: will focus on assessing changes in knowledge, attitudes, behaviors, practices, and policies in each Tribal community. C. Outcome: will focus on motor vehicle crash (MVC) incidence (including those involving alcohol, occurring at nighttime, and restraint use at the time of a crash), MVC injuries, and MVC fatalities. In addition, contract activities include other general technical assistance activities, which will be described more specifically in the forthcoming solicitation. Contractor must have successful experience working with Native American Tribes to provide technical assistance and evaluation of Tribal Motor Vehicle Injury Prevention Programs. Responses by Facsimile (Fax) will not be accepted. All Contractors/prospective Contractors must be registered with the Central Contractors Registration (www.ccr.gov) prior to award date. If not registered or active by that date, Contractor proposals will be considered non-responsive. It is anticipated that a solicitation for this requirement will be posted to FedBizopps on or after 04/30/2010.
