Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL OR QUOTE. The Wilkes Barre VAMC, 1111 East End Boulevard, Wilkes Barre, PA is performing market research to determine if there is a sufficient number of qualified vendors to provide primary care services. The Government will use responses to this notice to make to an appropriate acquisition decision. The Contractor shall provide basic Primary Care, including pharmacy, laboratory, imaging, mental health, and telemedicine services to eligible Veteran patients living in The Northeast Corner of Pennsylvania for: A. Junction of Wayne, Pike & Monroe Counties, and/or B. Junction of Susquehanna, Wayne & Lackawanna Counties Contractor must be accredited by The Joint Commission or maintain a level of service that is in compliance with all current The Joint Commission standards. The services covered by the contract shall be furnished by the Contractor through scheduled clinic visits Monday through Friday, with evening and Saturday hours permitted. The Contractor must provide telephone triage 24 hours a day, seven days a week. Contract personnel assigned by the Contractor to perform the services covered by this contract shall be licensed by a State or Territory. All licenses held by the personnel working on this contract shall be current, full, and unrestricted licenses. No licensed provider assigned by the Contractor shall have ever had a license suspended, revoked, or limited by a State, Territory, Commonwealth, or the District of Columbia. The qualifications of such personnel shall also be subject to review by the Credentialing and Privileging Committee and approval by the VA Facility Director. Contract personnel will also be required to undergo a VA Background Investigation, obtain VA credentials, provide proof of a negative PPD test, provide proof of liability insurance IAW VAAR 852.237-7 Indemnification and Medical Liability Insurance (JAN 2008) and take mandatory VA training annually, approximately 20 hours per year. Workload Statistics: Since no Contractor is currently in operation in Junction of Wayne, Pike & Monroe Counties, and/or Junction of Susquehanna, Wayne & Lackawanna Counties, the following is presented as VA data-on-hand, current as of end of September 2009: a.10549 Veterans who reside within the junction of Wayne, Pike and Monroe County boundaries are current, active users of the VA healthcare system. i.4390 Primary Care encounters were made by 1838 of the Veterans above (based on 2.04 Primary Care visits per veteran), during the period October 1, 2008 thru September 30, 2009. 1458 Mental Health encounters were made by 406 of the Veterans above (based on 2.53 appointments per Veteran), using the same timeframe. Of the above enrollees 371 are female. b.10521 Veterans who reside within the junction of Susquehanna, Wayne and Lackawanna County boundaries are current, active users of the VA Healthcare system. i.3694 Primary Care encounters were made by 1671 of the above veterans in item b. (based on 2.04 Primary Care visits per veteran), during the period October 1, 2008 thru September 30, 2009. 1155 Mental Health encounters were made by 346 of the Veterans above in item b. (based on 2.53 appointments per Veteran) using the same timeframe. Of the above enrollees in item b. 312 are female. The number of potential eligible Veteran enrollees (who have not yet enrolled for care at WBVAMC) is unknown, thought it can be anticipated that some who can, now receive primary care at a location nearer to their residence, will enroll at the Wayne, Pike and Monroe county and/or Susquehanna, Wayne and Lackawanna County Contractor.
