Description
Range Radar Replacement Program (RRRP) W900KK-10-R-0034 Request for Information #5 15 April 2010 Closing Date: 29 April 2010 The Program Executive Office for Simulation, Training and Instrumentation (PEO STRI); Project Manager for Instrumentation, Targets and Threat Simulators (PM ITTS); Instrumentation Management Office (IMO) in partnership with the Yuma Test Center (YTC), White Sands Missile Range (WSMR), Aberdeen Test Center (ATC), and Redstone Test Center (RTC) will be creating a Test and Training Enabling Architecture (TENA) Time Space Position Information (TSPI) object model for the Range Radar Replacement Program (RRRP). PM ITTS is the lead for this capability and is seeking industry information and input on data attributes to be included in the Instrumentation Radar TENA TSPI object model. Background: The Office of the Secretary of Defense Test Resource Management Center Central Test and Evaluation Investment Program (CTEIP) developed a common architecture and requisite software to integrate testing, training, simulation, and high-performance computing technologies, distributed across many facilities. Through the establishment of a common architecture, the Test and Training Enabling Architecture (TENA), reuse and interoperability of range assets will be tremendously improved, thus reducing range development, operation, and maintenance costs. TENA promotes interoperability and reusability among DoD ranges, facilities, and simulations and advances a simulation-based acquisition or a distributed engineering plant methodology to streamline weapon system acquisition. Once the TENA capabilities are in use by the test and training communities, future inter-range operations, as well as instrumentation development and sustainment, will cost less and incur less risk. Most impressively, upgrading an existing range system to TENA takes only a few days, drastically shorter than traditional software integration efforts. Additional benefits from the TENA products include cost-effective replacement of unique range protocols, enhanced exchange of mission data, and organic TENA compliant capabilities. More information can be found on TENA at http://www.tena-sda.org. This object model will be used for instrumentation radars in the close-in and fly-out zones of the Range Radar Replacement Program. The Governments intention is to better understand what additional information would be beneficial for the Instrumentation Radar TSPI object model. Industry feedback is vitally important and the Government will be receptive to any and all ideas received from industry. This RFI is an expression of the Governments interest only and does not obligate the Government to pay for the requested information nor respond to any submissions. Proprietary information is not being solicited; however, if it is submitted, it should be appropriately marked. There is no limit on your formal white paper submission including cover letter and white paper. In addition, you may include up to five attachments that consists of pre-printed commercial brochures or sales literature. Electronic submissions are strongly encouraged.
