Description
Links to Reference Materials for EROL USAID/Kosovo The United States Agency for International Development, Regional Services Center (RSC), Budapest, intends to issue a Request for Proposal (RFP) on behalf of its client Mission, USAID Kosovo, in anticipation of the procurement of a cost plus fixed fee completion contract that will implement a four year project entitled the Effective Rule of Law (EROL) program to be implemented in Kosovo. EROL will address the effective and independent operation of the justice system by increasing the knowledge of rule of law, both among the public and legal professionals. EROL is designed to contribute to two overarching goals: a) strengthening the independence, accountability, efficiency, and effectiveness of the justice system to ensure access for all citizens; and b) bolstering public confidence in the rule of law by increasing demand for justice through an increased knowledge of respect for and participation in the justice system. The four objectives of the EROL program are to: 1) Ensure effective operations of justice sector institutions 2) Increase efficiency of court operations 3) Improve professionalism of justice system actors 4) Increase citizen awareness and role in ensuring the delivery justice EROL will have specific assistance activities supporting justice sector institutions including the courts, the Kosovo Judicial Council (KJC), the Ministry of Justice (MOJ) and the Kosovo Judicial Institute (KJI). These activities will directly help by: a) strengthening the KJC's ability to fulfill its oversight, discipline and management roles; b) improving the MOJ's capacity to handle international legal assistance and represent the Government of Kosovo in legal matters; c) streamlining and modernizing court operations; and d) enhancing KJI's ability to train judges, prosecutors and court personnel. The North American Industry Classification System (NAICS) code for this acquisition is 541990. The small business size standard is $7 million. In accordance with FAR 5.102(d) availability of the solicitation is limited to this electronic medium only. The solicitation will be posted herewith at FEDBIZOPPS web page ( www.fedbizopps.gov ) on or about April 30, 2010 or not less than fifteen (15) days after this notice is issued.
