Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation, RMK62100006 is issued as a Request for Quotes (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition 2001-03. The North American Industry classification (NAICS) code is 611699 and the business size maximum is $5.0 Million.The proposed contract is a small business set-aside. All small businesses shall provide a breakdown of their costs to demonstrate that at least 51% of the cost of contract performance incurred for travel, supplies, training materials, etc. shall be performed and incurred by the prime. All small businesses shall comply with FAR 52.29-14 Limitations on Subcontracting. All responsible small business sources may submit a quote, which will be considered by the Government. This office is requesting quotes on the following item: Structural Firefighter Training in New Mexico. History The Bureau of Indian Affairs manages 6,953 buildings located at 350 sites in 26 states across the US. The majority of these facilities are comprised of educational and detention facilities, of which are made up of 186 schools, 65 dormitories and two colleges. Assistant Secretary, Indian Affairs established this Structural Fire Protection Program (SFPP) to carry out objectives to insure occupants of Bureau facilities have fire protection and rescue response services. The SFPP has identified educational facilities as being the most crucial areas needing fire protection response, with sleeping area (dormitories/detention) facilities being paramount. The majority of these facilities are located in rural areas where the only emergency response is the BIA or Tribal fire departments. In an emergency, additional help via mutual aid may take 30-60 minutes for another entity to arrive on scene. The Bureau fire departments provide structural fire protection to schools where grade levels are Kindergarten thru Grade 12. This is done primarily by Bureau employees as collateral duty and referred to as call back or sometimes volunteer firefighters. The normal duties of identified fire personnel include: facility workers, school bus drivers, cooks or other related facilities positions. Statement of WorkThe Bureau of Indian Affairs (BIA) is requesting services of a Fire Service Training Entity to provide Structural Firefighter Training. This training will be for approximate 80 - 100 Bureau of Indian Affairs Employees and selected Tribal Fire Departments, starting June 07, 2010. A total of four (4) 32 hour fire service courses are requested and shall run concurrent; Introduction/Basic, Structural/Advanced, Vehicle Extraction and Liquefied Petroleum Gas with Flammable Liquid. The BIA estimates approximately 80-100 firefighters will attend, with various levels of experience in structural firefighting. Some of these firefighters may have Wildland firefighting experience and certification. The class size should be determined based on manageable amount of participants and safety guidelines per class. GENERAL REQUIREMENTSThe fire service contractor shall be in the field of structure fire service training. The contractor shall have knowledgeable staff certified in firefighter training and other subject matter listed, where applicable. The contractor shall have an established training facility in New Mexico able to provide this training including needed props, equipment and classrooms. Safety PlanThe contractor shall have a written safety plan in place prior to the start of training and approved by the BIA SFPP Manager. The plan shall identify capabilities of the training facility; treatment room staff or positions that are trained to provide emergency care. The plan shall include procedures taken if transport, is needed for additional medical treatment. The plan shall also identify the closest medical treatment center. The contractor shall be familiar with fire & rescue scenarios pertaining to facilities and locations within the Bureau of Indian Affairs. Training Criteria Training criteria shall mirror National Fire Protection Association (NFPA) Standards. Instructional material used may be from nationally recognized organizations or designed in house, if accepted and approved, within their jurisdiction. Upon request the contractor shall provide the SFPP Manager a copy of all training material that will be used or referenced prior to the start of training for approval. NFPA 1500 Standard, Fire Department Occupational Safety & Health Program, NFPA 1001 Standard, FireFighter Professional Qualifications, NFPA 1041 Standard, Fire Service Instructor Professional Qualifications, NFPA 1403 Standard, Live Fire Evolutions and NFPA 1901 Standard for Automotive Fire Apparatus and NFPA 1971, Protective Ensemble for Structure Fire Fighting, these codes and standards shall be the fundamental criteria used/referenced for structural firefighter training. Training & Contact HoursEach subject identified shall be a four (4) day 32 hour block. Start date will be on Monday. Any participant who is tardy or absent and charged with an un-excusable absence the lead instructor or coordinator shall make determination if the participant should be dropped from the class due to the lack of contact hours. Class times are 8:00AM- 5:00PM daily. The fire trainers may adjust daily training times to meet objectives. Scenarios Involving Water Supply Operation The contractor shall provide an adequate water supply as needed for all field scenarios, if a fire truck pump is used, an operator/driver will be assigned. The pump operator will be in the immediate vicinity of the pump panel during all fire scenarios and drills. The fire pump used shall be mechanically sound and in operating order, annual service test shall have been conducted within the past 12 months of the training date. Printed Lecture Information The contractor should provide handouts pertaining to each subject matter, if applicable. Any lectures where handouts are not included, the source of information shall be referenced and provided to the Bureaus SFPP Manager. Additional EquipmentThe contractor may furnish additional equipment, not listed, if available at no charge to the federal government. Course Objectives The course subjects listed are general headings for structural firefighting training, gas emergencies and vehicle extrication. The course content listed is to provide an understanding of the type of fire service training being requested. Participants shall be provided with classroom lectures followed by drills or exercise to support classroom theory, as applicable. Upon request the contractor shall make available to BIA all training material. Prior to the start of any live fire scenarios the contractor's training staff shall inspect fire clothing to insure the clothing meets NFPA standard(s) for the safety of participants Requested Courses: One (1) Introduction to firefighter course (AKA Basic), One (1) Structural firefighter course (AKA Advanced), One (1) Liquid Petroleum Gas & Flammable Liquids Emergency, One (1) Vehicle Extraction Use of Hand Tools. Introduction (Basic) to Firefighting Intro or Basic firefighter training targets participants that are newly appointed structural firefighters that have little or no structural fire training. Subject matter should include fire behavior and personnel protective equipment; (turnout gear and self contained breathing apparatus). Other subject matter; fire ground safety, fire hose, appliances, fire equipment, fire extinguishers, ventilation, forcible entry, and ground ladders. Drill should include use of hose lines, search and rescue techniques, fire truck equipment, ground ladders and hose loads. A live fire scenario shall be provided in a burn room, to demonstrate the Chemistry of Fire. Advanced Structural Firefighting Participants must have completed basic firefighter training course. The advanced class will include a series of live structure burns, search and rescue techniques, and tactical considerations including fire extinguishment. Liquefied Petroleum Gas (LPG) & Flammable Liquids Emergencies Participants must have completed basic firefighter training. Liquid Petroleum Gas training will include; LPG properties, control, extinguishment and gas emergencies. LPG prop(s) are required for live training fire scenarios. Vehicle Extrication - Use with Hand Tools This training will enable firefighters to gain safe entry into wrecked or damaged vehicles when normal entry cannot be accomplished. Training shall focus on the use of hand tools normally found in tool boxes or basic equipment located on a fire truck. This training will not teach patient care (EMS) but will insure the positive side of gaining access to safely remove a victim(s) from a damaged vehicle. The contractor shall provide all hand tools and vehicles used for the extrication course. Pneumatic tools may be demonstrated but are not considered as part of the teaching requirement. Additional Classes, if Required: Structural firefighting will be the focus of firefighter training. In the event participants request for basic or structural firefighting exceeds the maximum allowable student enrollment for the course, a secondary class shall be provided to accommodate participants. The Vehicle Extraction Course may be excluded, if there is a need for additional instructors or lack of participants for a structural firefighter course. There will be no additional charges to the government for any additional courses. The BIA shall give the contractor 30 days notice to arrange and staff an additional class. Personal Protective Clothing - Bunker GearAll participants are responsible in providing their own protective clothing which includes; helmet, hood, coat, pants, suspenders, boots and gloves. The contractor's fire trainers shall inspect turnout gear to insure compliance prior to any live fire scenario. Self Contained Breathing Apparatus Supplied by ContractorThe contractor shall provide self contained breathing apparatus (SCBA) for use by the participants, when required by training or drill activity. This shall include Introduction, Advanced and LPG courses. The contractor shall have means to immediately recharge empty air SCBA cylinders or have one (1) extra air cylinders per SCBA available. Drinking Water or Replacement Fluids Supplied by ContractorThe contractor shall provide and have readily available drinking water or an electrolyte fluid if provided to other firefighters as replacement under normal training. This liquid(s) shall be available on the drill grounds for continuous large intakes by participants. Fire trainers shall promote the intake of fluids to help prevent dehydration. Classrooms and Support Staff Classroom lectures and instructions shall be provided in a suitable environment for the comfort of student learning. The contractor shall maintain training records of all participants who attend and participated in any of the courses listed. Records shall include: participant name, course name, date, location, instructor(s), course syllabus or outline, and narrative of training. Where a social security number is requested by the contractor, the participant may provide their last four digits of their SS number only. A report shall be provided to the SFPP Manager within 30 days of training completion. A narrative shall be include where corrective or disciplinary action was taken, problems with fire equipment or personal protective equipment etc. Certificate of Completion Each participant that completes their 32 hours of training shall be given a Certificate of Completion. The certificate shall have the contractor's logo, course, date and signature of the lead instructor and/or Administrative Official. Participants Conduct The training entity shall provide each participant with a copy of their, standard operating procedures, policy or rules and regulation that may pertain to the participants behavior or conduct. Any instructor shall have the authority to stop or remove any person from any drill or exercise for repeated negligence or misconduct that may create a serious accident, emergency or hazard. The lead instructor or coordinator shall have the authority to dismiss any participant for infraction(s) pertaining to safety. Items not MentionedThe SFPP Manager shall have the authority to request additional training items that may have been overlooked in this SOW pertaining to subject matter. The request shall not increase the allotted course hours or cause for additional instructors. The request shall be agreed upon between the contractor and SFPP Manager. Where changes would require additional cost the BIA"S contracting officer shall be contacted to modify and approve changes. Eating establishments shall be within reasonable travel distance including fast food restaurants or food available at the training location.
