Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. This is not a solicitation, but market research to determine potential sources for: Product: Switch Expert version 5.5 - Switch Monitor Application (MSL-100/CS 2100) Location: Langley AFB SE 5.5 is an IP based client/server network element monitoring application that utilizes Advanced Encryption Standard (AES) strong encryption and meets the Telecommunication Management Network (TMN) mandatory requirements and is JITC and IA certified. Switch Expert is used by the NOC to simultaneously monitor multiple network elements (NE) in real-time and provide point and click access to call detail records, system events and traffic analysis reports. SE 5.5 provides short/long-term traffic trending statistics essential for proper provisioning of trunk groups, lines modules and remote switching sites. Switch Expert version 5.5 (SE 5.5 includes functionality that allows the application to process MSL-100/CS 2100 Operational Measurements (OMs), System Events (LOGS), Station Message Detail Recording (SMDR), System Alarms and features the following capabilities through multiple RS232 or IP connections: • Station Message Detail Recording (SMDR) - Provides real-time tracing of all completed calls, i.e., 911, bomb threat and harassment calls. The real-time tracing is accomplished through a powerful and easy-to-use report wizard that can search through 1.5 million records per minute. This automated process replaces manual, time-consuming and error prone procedures that could take days or weeks to complete. • Operational Measurements (CS2100 OMs): Announcements (ANN), Automatic Call Distribution (ACD), Conference Circuits (CNF), Office Traffic (OFZ), Uniform Call Distribution (UCD), Attendant Consoles (ATD), Switch Performance Monitoring (SPMS), Virtual Facility Groups (VFG), Hunt Groups (HNT), Remote Call Forwarding (RCF), Subscriber Line Usage (SLU), Line Modules (LMD), XPM Link (XPM) and Trunk Traffic (TRK). SE provides compiled traffic reports to ACD and console supervisors along with long-term traffic trending statistics essential for proper provisioning of trunk groups, lines modules and remote switching sites. • System Event Monitoring (SEM) - Provides structured access to all log events generated by telephone system, i.e., IBN110 Auth Abuse, LINE115 and LINE117 Calling Line Identification (CLI) LINE125-136 Malicious Calls Trace (CLF) and features an Email and SNMP notification process. • Command Line Polling (CMD/CS2100) - Provides a method of polling the secret log via logutil's OPENSCRET commands. This process records all commands entered into the MSL-100 system by maintenance or service order personnel. This feature is also used to detect hackers attempting to access the MSL-100 system. • Secure Switch Access (SSA) - Provides authorized clients switch VT emulation access through the switch expert server. • Report Scheduler (RPT) - Allows the customer to schedule reports and have the output produced in HTML, XLS, PDF and Tabbed Text. These reports can then be automatically sent via email and/or FTP to their desired destinations. • Call Detail Recording (CDR) Real-Time Redirect - This feature allows the Switch Expert parent to collect SMDR/CDR records from all children and redirect them to the billing server based on customer definable dialing parameters. This feature allows Switch Expert to record all calls i.e. Trunk-Line, Line-Line, Trunk-Trunk and Line-Trunk and redirect only the toll calls to the billing server via FTP, RS232 or TCP client/server network connections. The redirected records can be the original raw ASCII data produced by the PBX or can be reformatted into tabbed delimited records with customer definable fields • Enhanced Map (MAP) - The map allows centralized clients' visual alarm indications and point and click access to multiple sites • System Event Analyzer (SEA) - Allows point and click analysis of thousands of critical, major and minor system events. System Alarm Management (SAM) - Provides a hardware alarm-monitoring and notification process. • Toll Fraud Monitoring (TFM) - Provides notification of simultaneous/abusive auth code usage along with excessive/unusual domestic and international calls, such as long duration and unexplainable tandem calls. • Email and SNMP notifications and paging based on customer definable triggers. • Auth code abuse tracking and notification. • AES 128-bit strong client/server encryption. The NAICS code for this procurement is 511210. The SIC code is 7371. This sources sought synopsis neither constitutes a Request for Proposal (RFP), nor does it restrict the Government to an ultimate acquisition approach. This synopsis should not be construed as a commitment by the Government for any purpose. Requests for a solicitation will not receive a response. Interested sources should respond to this synopsis by submitting (1) Name, Address, and phone number of the firm (including CAGE code); (2) Size status; (3) provide literature (qualification package) that describes their product technical capabilities; their understanding of the Switch Expert version 5.5 - Switch Monitor Application (MSL-100/CS 2100). The Government will assess prospective sources' potential based on the qualification packages provided. Firms considered by the Government to be most highly qualified to deliver the Switch Expert version 5.5 - Switch Monitor Application (MSL-100/CS 2100). (solution will be contacted by the PCO, and a list of such firms will be made available on the Federal Business Opportunities website. Firms considered by the Government not to be most highly qualified to deliver the Switch Expert version 5.5 - Switch Monitor Application (MSL-100/CS 2100) will be afforded an opportunity to obtain the Government's rationale and offered the opportunity to provide additional information. Any interested source initially evaluated as not most highly qualified will be provided a copy of the solicitation upon request, should one be issued, and any offer submitted by such a firm would be evaluated without prejudice. Firms should indicate whether they are a large business, small business, small disadvantaged business, 8(a) concern, and woman-owned small business, whether they qualify as socially or economically disadvantaged, and whether they are a U.S. or foreign-owned firm.
