Description
NOTICE OF INTENT TO ISSUE A PURCHASE ORDER. The Centers for Disease Control and Prevention, National Institute for Occupational Safety and Health (NIOSH), National Personal Protective TechnolotyLaboratory, (NPPTL) hereby announces its intent to issue a Purchase Order to Ocence, Inc. to procure Ocenco M-20 and EBA 6.5 Self Contained, Sel-Rescuers (SCSR). Purpose and Objective: to procure Ocenco M-20 and EBA 6.5 Self Contained Self-Rescuers (SCSR) for testing and evaluating, in the NIOSH Long-Term Field Evaluation. Project Background: In order to minimize the probability of SCSR failures and subsequent miner deaths, NIOSH and it predecessor have conducted a program entitled: the Long Term Field Evaluation Program (LTFE), This Program has been in place since the introduction of SCSRs (over 20 years). Each year, NIOSH collects deployed SCSRs from active mines across the country and replaces those devices with new units of the same model and manufacturer. The number of each type collected is determined by their portion of the total population of SCSRs in use. Replacing the collected SCSRs with units of the same kind is required/necessiary since each manufacturer's unit operates differently and miners at that mine must be trained on the specific device. Mixing of different models of SCSR at any mine would cause confusion amnd increase probability of death in an emergency. The collected SCSRs are taken to the National Personnel Protective Technology Laboratory (NPPTL) when they are inspected and evaluated for their life support capacity. This program has identified many unexpected failures over the years of operation and have resulted in recalls of SCSRs and improved SCSR design. Miners' lives have been saved by units that would likely have failed if not upgraded due to the LTFE Program. Responsible Sources that belive they possess the expertise and capabilities identified above are encouraged to submit to the Contracting Officer within 15 days from the posting date of this notice, their written item description/item characteristics and pricing information in the format they choose, not to exceed 10 pages. Please forward the itme description and pricing information to James Ambrozic, CDC NIOSH, 626 Cochrans Mill Road, Pittsburgh, PA 15236, Reference 2010-Q-82561. All Vendors must be registered in the Central Contractors Registry (CCR) prior to an award of a federal contract. The website is www.ccr.gov. The Government will review any/all item descriptions and pricing information submitted and determine if other qualified sources do exist that could provide this requirement. Information received in response will be used soley for the purpose of determininig whether to conduct a competitive procurment. If no affirmative responses are received within 15 days, in accordance with FAR 13.103-1(b)(1), negotiations will be conducted with Ocenco, Inc., 10225 82nd Street, Pleasant Prairie, WI 53158, as the only source ans a Purchase Order will be issued without any additional notices being posted.
