Market Research Levels of Interactivity Definitions Draft Statement of Work for DSCA Phase II Requirement DSCA Phase II Market Research Questionnaire The Naval Air Warfare Center Training Systems Division (NAWCTSD) is defining its acquisition strategy for the solicitation and award of an Instructional Systems Development (ISD) requirement to support the Defense Support of Civil Authorities (DSCA) course. Of the available options, NAWCTSD is considering the viability of the following socio-economic approaches: Total Historically Underutilized Business Zone (HUBZone) set-aside, Total Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside, and Section 8(a) suitability. The Contracting Officer must establish a reasonable expectation that offers would be obtained from two or more HUBZone or SDVOSB entities that are competitive in terms of market prices, quality, and delivery. As the anticipated value of this procurement does not exceed the competitive 8(a) threshold at FAR 19.805-1(a)(2), the Contracting Officer is considering the Section 8(a) option from a non-competitive perspective. It is requested that your company review the attached DRAFT SOW and provide a response using the attached DSCA Questionnaire. The questionnaire has been designed to specifically address key points pertinent to the DSCA course requirement, which will indicate the likelihood that any offers received for this requirement would meet the competitive nature desired for a HUBZone or SDVOSB set-aside or applicability to a Section 8(a) award. You are advised that the Government is seeking to define the applicability of the requirement with regard to the available socio-economic programs. The Government is additionally seeking to establish the feasibility of a TSC II LOT II small business set-aside. From the responses to this market research, the Government will evaluate the options and select the final acquisition strategy. Therefore, your response to this research is instrumental in supporting your company’s business interests. The Government is contemplating awarding to other than a large business for this effort, with the resulting contract to be accomplished under the provisions of a Firm Fixed Priced contract. The NAICS Code for this solicitation is 541330 with a size standard of $27M. If your company is interested in competing for this requirement, please provide a response using the attached DSCA questionnaire. For purposes of efficiency, it is requested that you utilize the format provided and that no additional information be provided as the content of the questionnaire will adequately satisfy the Contracting Officer’s objective.
