Description
*** 16 April 2010 *** There have been some more clarification questions asked about a couple sections of the purchase description as well as some of the other attachements to the solicitation. Listed below are the questions and the responses to each. Question: The warranty requires a "polycarbonate sticker" affixed to each unit, with information about the instrument, its manufacture date, etc., but there is no mention of UUID tagging. We wonder if this was an oversight or if bar coding will not be required. If bar coding is required, can we combine the UID and warranty information on one sticker? Response: The UID tagging was an oversight since all units with a dollar value over $5,000 must be marked with a UID. That info may be combined into one sticker. Question: I could not find a reference to the packaging requirements for this order. As such, should we will assume that standard commercial packaging a shipping is implied for this contract? If no, what are the packaging requirements? Response: There are no special packaging requirements for this unit. Standard commercial shipping is acceptable. Question: It is important that we understand the conditions that allow us to invoice and continue shipping, and the conditions that would cause us to stop. Once we begin shipping unit to the individual PMELs, it appears that we must wait 15 days for that PMEL's acceptance before we may invoice those instruments and before we can ship additional instruments. Does this mean that if the PMEL does not report back to us within 15 days we can assume acceptance or not? Response: In direct ship scenarios, the only piece of information that is needed is a delivery confirmation to the PMEL in order for you to invoice. If you have tracking numbers for the shipments, that is usually sufficient documentation in order to invoice. Question: PD Section 1.7: In the PD there is a list of products that the quoted item is asked to "replace". This item will replace the following items in RF power measurement applications, providing functionality as specified in sections 2 through 5, herein: HP/Agilent 432A with the following options: H, H-2, 001, 002, 003, 009, 010, 011, 012 HP/Agilent 432B with the following options: B-49, B-58, H05, K05, 002, 003, 009 HP/Agilent 432C with the following options: H07, 002, 009 Response: In the PD para 1.0 Scope, refers to what the item is. A replacement for the H/P 432() power meter. Para 1.7 states "... providing functionality as specified in sections 2 through 5.." which is the Performance Requirements Question: In section 1.0 of the warranty specification we have 3 weeks to repair and return any failed unit. In section 7.0 there is a reference for 2 weeks to service a failed unit. If these are referencing the same time period, which is correct? If they are referencing different time periods, please clarify. Response: The correct time period should be 3 weeks for both repairing and servicing a failed unit. Question: I just want to confirm that the Contract Data Requirements List is a reference document for the bidder and need not be completed and returned with the bid package. This is a reference document of the quantity and timing of when data is to be delivered. Response: The Contract Data Requirements does not need to be completed and returned with the bid package. It states the quantity of data that we will required to be delivered early and with the units.
