- Introduction: Pursuant to FAR Subpart 13.106-1(b)(1), the U.S. Army RDECOM Contracting Center, Natick Contracting Division, on behalf of the Naval Health Research Center (NHRC), intends to award a firm fixed price purchase order on a sole source basis to: LI-COR, Inc., Lincoln, NE 68504. THIS IS NOT A REQUEST FOR PROPOSALS. NO SOLICITATION DOCUMENT IS AVAILABLE. 1. Nature and description of the supplies or services required to meet the agency's needs: The Discovery, Early Detection, and Evaluation of Treatment & Prevention in Cancer Research Program at Penn State require a near-infrared imaging system that uses laser-based excitation and near-infrared detection for greater tissue penetration. This system will be used for cell target detection, data gathering and improved research workflow. The near-infrared imaging system requested has the following salient characteristics: " CCD Detector " Thermoelectrically Cooled " Under One Minute Scan Time " 700nm Channel Excitation 685nm, Emission 720nm " 800nm Channel Excitation 785nm, Emission 820nm " Dyes: IRDye 680, IRDye 700DX, IRDye 800RS, IRDye 800CW, Alexa Fluor 680, Alexa Fluor 750, Cy5.5, Cy7 " Resolution: 85, 170 or 255 Micron " Image Display Options: Pseudo color, grayscale, single color (red, green or blue), or two colors with overlapping fluorescence displayed in a third color. " Single Animal Capacity " Imaging bed dimensions 16.8 cm W x 12 cm D (6.6 W x 4.75 D). Vertical clearance to top of drawer is 3.8 cm (1.5). " Imaging Bed Temperature Range 32-42 0c. " Gas Anesthesia Ports " Overall Dimensions 41 W x 41 D x 66 cm H (16 W x 16 D x 26 H) " Acquisition Speed 500 ms - 40s 2. A demonstration that the proposed contractor is the only source available to provide these services or goods (i.e. unique qualifications, proprietary rights, etc.): The Li-Cor Pearl Impulse system is a near-infrared fluorescence imaging system. It is capable of penetrating tissue at a near-infrared range which has numerous applications in bio-imaging including translational research. The amount of tissue penetration offered by the Pearl Impulse system exceeds those of similar near-infrared fluorescence imaging systems. This provides powerful means to detect deeper signals with either fluorescence protein or dye inside animal bodies which cannot be met by other vendor's near-infrared fluorescence imaging systems. 3. A description of the market research that was conducted and the results, or a statement of the reason a market research was not conducted: A search was conducted between 29 March and 8 April 2010 using Internet search engines, the Central Contractor Registry (CCR) database, and the Small Business Administration (SBA) Dynamic Small Business Search. The CCR and SBA search referenced NAICS code 334516 in vivo imaging, medical imaging, near-infrared, and ccd detector. The SBA Dynamic Small Business Search returned few small businesses associated with both the NAICS 334516 and any of the relevant keywords. Internet research found that the model that best meet the salient characteristics of the in vivo near-infrared imaging system is available from a single vendor. There are in vivo near-infrared imaging systems available from different manufacturers available on the market. Each manufacturers system has its own set of salient characteristics that are similar to those required by the principal investigators. The other models do not meet resolution requirements of principal investigators. 4. Any other facts supporting the use of other than full and open competition: None 5. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required: Li-COR is the only manufacturer of in vivo near-infrared imaging system that meets the salient characteristics of the required item. Other manufacturers are currently improving standards and adding features to their products that drive market competition. There does not appear to be any actions that this agency can take to remove or overcome barriers to competition. 6.
