Description
Introduction: Pursuant to FAR Subpart 13.106-1(b)(1), the U.S. Army RDECOM Contracting Center, Natick Contracting Division, on behalf of the US Army Warfighter Science, Technology and Applied Research Directorate (WARSTAR), intends to award a firm fixed price purchase order on a sole source basis to: Honeywell International, Inc., Colonial Heights, VA 23834. THIS IS NOT A REQUEST FOR PROPOSALS. NO SOLICITATION DOCUMENT IS AVAILABLE. 1. Nature and description of the supplies or services required to meet the agency's needs: Approval is requested to solicit a purchase request in support of the Warrior Science Technology and Research Directorate for developing advanced armor materials using several PROPRIATARY technologies. A single Firm-Fixed (FFP) contract is contemplated for award to Honeywell Advanced Fibers. The contract will be fully funded using Fiscal Year 2010 RDT&E research funds. 2. A demonstration that the proposed contractor is the only source available to provide these services or goods (i.e. unique qualifications, proprietary rights, etc.): Over the past 20 years, the project officer has conducted continual assessments of industrial capabilities and has conducted periodic market searches to determine available andlor emerging suitable technologies for advanced armor materials. The technologies which are the subject of the current action are the result of prior propriateary or otherwise protected development. 3. A description of the market research that was conducted and the results, or a statement of the reason a market research was not conducted: Based on the Project Officer's knowledge of the field and market research, it is believed that, presently, only Honeywell has the technology and ability to demonstrate the required technology, due in part to Intellectual Property issues and in part to other propriatary Intellectual Property issues. 4. Any other facts supporting the use of other than full and open competition: None 5. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required: None 6.
