Description
The purpose of this amendment is to attach the questions and answers that have been received on this solicitation. QUESTIONS AND ANSWERS MAIDA CONSTRUCTION MANAGEMENT SERVICES SOLICITATION NUMBER: GS-00P-10-CYC-0090 QUESTION ANSWER 1 Is there an existing crossing station? If so, does the existing crossing station get demolished after the new crossing station is completed? Yes. 2 Is an OSHA 30 "Competent person" required on site at all times whenever any work is being done by the General Contractor or Subcontractors. The CM is expected to be on-site when any work is being performed (40 hours per week for the duration of the construction work) and have a minimum of 10 OSHA hours of t raining and meet other specified requirements for education, years of experience and LEED experience. 3 Is there a site visit planned for this project? There is no site visit planned for this requirement. 4. Project duration. The solicitation references a winter shutdown from November 1, 2010 thru April 1, 2011 with a contract duration that extends to March 26, 2012. Will there be a winter shutdown starting in November 11, 2011, and if so, do the conditions apply with no compensation for that period? There will be no winter shut down in November 2011. The November 2010 shut down is because the work to be completed at that time is outside work. In November 2011 the building will be enclosed and work will continue on interior fitting out. 5. Commissioning. Is the project already registered? Also, there appears to be conflicting conditions where it states in one area that the D/B contractor is to provide the Cxa, and in another location, it states that the owner is providing the Cxa and I believe it also states that the CM is providing the Cxa. Please clarify as to which entity is to provide this service. The Maida project is not yet registered. It will be registered by the Design Builder during design. The Design Builder is responsible for providing the CXa 6. Management Approach. Is it feasible to vary from the proposed management approach? Not sure what this question references since the management approach is very basic. Expectation is that there will be a full time qualified CM representative on site during the construction period while work is being performed performing all the oversight. If CM requires internal support by any specialist as required then these costs must be included in base bid.. Expectation is that generally work will be performed during normal working hours with minor works having to be scheduled outside normal working hours, No additional charges are billable for being present on site when required outside normal working hours. No additional charges are billable for having additional specialist visits 7. Design Review. Will the CM have any design-phase review responsibilities? No, design reviews will be managed by the client and the GSA Program Manager 8. Code Inspections. Is the CM to provide the Code inspections, i.e. structural, mechanical, electrical, etc. If so, would these personnel just be on an as-needed basis? It is anticipated that the effort to perform inspections of all services to meet code requirements is covered under the basic proposal and that if intermittent specialist inspections are outside the capability of the full time CM then such services should be included in basic proposal. No extra costs will be allowed for specialist inspections. 9. Specialist Inspections. Who will provide the specialty inspections. i.e. reinforced masonry, welding, etc? The CM is expected to provide the necessary oversight for all work on site. 10. LEED Application. Is this project already registered with the USGBC? Not registered in April 2010. It will be registered during the design phase 11. Specification Format. Will the project be using the Masterformat 04 or the old 16-division format? The solicitation currently has the 16-division. The current 16 section format in the solicitation is used because the bridging document requirements are shown based on an old specification. This is only a guide to show requirements as issued by the client. The construction documents will be prepared by the Design Builder and will be to their choice. It is expected that this will be in the new format. 12. Metric v English. Will the project be metric or English? The project will be designed and built using English units.
