Description
The General Services Administration has a requirement to solicit to repair and replace stanchions and anchors utilized within the steam distribution system. The work is to be perform at the area defined as C Street NW, in the District of Columbia. In accordance with FAR 36.204 Disclosure of the Magnitude of Construction Projects, the estimated price range for this project is between $250,000 and $500,000. The North American Industry Classification System (NAICS) code is 238190 with a small business size standard of $14 million dollars. THIS PROCUREMENT IS FOR FULL AND OPEN COMPETITION. Statement of Work: The successful offeror shall furnish all of the necessary equipment, labor, supplies, and supervision to repair and replace stanchions and anchors utilized within the steam distribution system. Work is to be performed at the area defined as C Street NW in the District of Columbia. The anticipated contract duration is 360 calendar days from the acknowledgement of the Notice to Proceed. Contract Procedures: This requirement will be solicited on a full and open competition basis pursuant to FAR Part 15, Contracting by Negotiations. A Request for Proposal is required for this Solicitation. Award shall be made in accordance with FAR 15.101-2 Lowest Price Technically Acceptable Source Selection Process (LPTA) to the lowest evaluated price proposal that meets or exceeds the acceptability standards for the non-price factors. A technically acceptable proposal MUST be rated as acceptable for each non-price evaluation factor in order to be considered. A firm fixed price type contract will be awarded to the Offeror with the lowest priced, technically acceptable proposal when the source selection process ends. It is the offeror's responsibility to monitor EPS site at https://www.fbo.gov for the release of all information regarding this requirement. The solicitation will be posted on FBO on or about April 1, 2010. Proposal due date will be noted in the solicitation. Bonding is required for this project. Successful offerors must be registered in the Central Contractor Registration (CCR) database at www.ccr.gov per FAR 52.204-7. All prospective offerors are also required to use the Online Representations and Certifications Application (ORCA) in federal solicitations as a part of the proposal submission. You may access ORCA via the following URL, wwww.orca.bpn.gov. Potential offerors should refer to the solicitation package regarding instructions involving the use of ORCA. This announcement represents the Government's official information for this procurement. Any information taken from other publications is used at the sole risk of the Offeror. The acquisition office cannot guarantee the accuracy information contained in other publications. Work to be done on behalf of the General Services Administration, Heating Operations and Transmission Division located in the area defined as C Street NW in the District of Columbia. The Government hopes with this award of this contract, a solution will be provided to prevent reoccurrence of this in the future. A pre-bid meeting, including a walk-through of some of the construction sites, will be scheduled at a later date. Hard hats must be worn during the walk through; therefore all prospective offerors are requested to bring hard hats. Please be advised that any clarifications and/or changes to this solicitation will be made by writing an amendment to the solicitation.
