- The US Air Force intends to solicit and negotiate with only one source, namely E.I.S. Aircraft GmbH, Kiel, Germany under the authority of FAR Part 6.302 for flying hours. Interested companies may identify their interest and capability by responding to this notice or submitting an offer. This notice is not a request for competitive offers. However, all offers received within 14 calendar days after the date of publication of this notice will be considered by the Government. A determination by the Government not to compete this acquisition will be based on responses received. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The US Air Force is seeking potential firms who have the skills, experience, knowledge and capabilities required to fly day and night close air support missions providing terminal attack control profiles for Joint Terminal Attack Controller (JTAC) training in Germany. Approximately 300 flying hours during day and night missions in support of the United States Air Forces in Europe (USAFE) Air Ground Operations School (AGOS) and 4 Air Support Operations Group (ASOG) will be required. The place of performance is as follows: Visual flight rules below 10000 feet above mean sea level throughout a 100km area surrounding Einsiedlerhof, Germany. Physical address: Kaiserstrasse 84, Einsiedlerhof, 67661 Kaiserslautern. Controlled flight rules using German Military Flight Information Publication Aeronautical Maps and Charts Page 2.6, ED-R205/305 (TRA-Lauter 1/ TRA- Lauter 2). The anticipated period of performance is: 14Jun2010 to 13Jun2011 The company must: a. be capable of starting performance on 14Jun2010 b. have approval to fly in Germany c. be capable of flying a maximum of up to 6 hours, and up to 30 hours per week d. be capable of providing plan of attack profiles for low level and high level terminal attack control missions e. show proof of access to aircraft capability/equipment to be used in performance of the work, i.e. targeting pods, moving map, heads up display, speed of aircraft f. have the ability to provide pilots with close air support experience g. have the ability to work flexibly around weather delays. Request that all interested offerors provide a capability statement which briefly describes previous and/or current work experience in or relating to the areas listed above. This notice is for informational and planning purposes only and does not constitute a request for proposal and is not considered a commitment by the Government. The Government does not intend to award a contract on the basis of this sources sought notice. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. This notice may represent the Government's only official notice of this procurement.
