Description
This solicitation is issued as a Request for Proposals requirement and is anticipated it will be a firm fixed-price contract for high quality ecological site descriptions (ESD) and supporting information for blue oak habitats of the lower foothills in MLRAs 15 and 18 in association with NRCS soil survey project work. Twenty-two draft ecological sites were developed for these two MLRAs (Fifteen ESDs for MLRA 15 and seven ESDs for MLRA 18) as shown in the applicable statement of work. Some additional data collection, additional photos, site, soil, and boundary confirmation, and some additional narrative information on plant community dynamics and land management uses is required for these sites. The successful vendor will also conduct at least a 2-day training for NRCS and associated interested partners (up to 25 people) on the use and application of ESDs and State and Transition Models after all 22 ESDs have been completed and approved. Some field and classroom time is planned as part of the training. The existing draft sites are available at http://esis.sc.egov.usda.gov/Welcome/pgESDWelcome.aspsx. The period of performance set for completion of this work is August 31, 2011. This is a total set-aside for small businesses. The small business size standard is $7.0 million. The Government intends to award one contract resulting from this solicitation to the responsive and responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: i. Demonstrated understanding of the requirement and technical and organizational approach to ensuring delivery of requirement ii Experience and Management iii. Past Performance iv. Price. Factors are listed in descending order of importance. Technical and past performance, when combined, are more important than price. Proposals are due 6/3/2010 by 3:00 p.m., local time at the Davis office. Fax and electronic commerce submittals are not authorized. The solicitation documents will be made available via FedBizOpps website approximately 5/4/2010.
