- THE FOLLOWING IS A SECOND NOTICE OF INTENT FOR LIMITED SOURCES JUSTIFICATION AND APPROVAL: 55 CONS/LGCZ, Offutt AFB, NE intends to award a one month sole source extension to Science Applications International Corporation under authority of 40 U.S.C. 121(c), FAR 8.405-6 and DFARS 208.405-70. The specific circumstance that justifies restriction for this acquisition is FAR 8.405-6(b)(2). The continued work is a logical follow-on to the original Federal Supply Schedule order and was competed and awarded in accordance with the applicable Federal Supply Schedule ordering procedures. The original order was not issued under sole source or limited source procedures. The contractor shall continue to provide Strategic Deterrence and Global Strike Planning Support for USSTRATCOM/J52. The primary objective of this task order is for the contractor to provide Advisory and Assistance Services (A&AS) to assist J52 in the maintenance and revision of USSTRATCOM's Strategic Deterrence and Global Strike (SDGS) Operational Plan (OPLAN) effort. Contractor support is sought to bring a synchronized approach to assist with the USSTRATCOM SDGS OPLAN by properly revising, maintaining and planning, implementing, and managing, the efforts of this requirement. The contractor shall support all planning, implementation, coordination, and analysis of the mission to meet the requirements of the Performance Work Statement. A Top Secret clearance with eligibility for Sensitive Compartmented Information (SCI), Nuclear Command and Control, Extremely Sensitive Information (NC2/ESI), and Crypto access is required for contractor personnel involved with operational plans, and with network and emergency actions procedures related to this task. The follow-on effort's source selection will not be completed by 30 April 10, the end date of the current period of performance. Therefore, the Government intends to extend the current task order for one month (1 May 10 through 31 May 10) to allow time for completion of the follow-on source selection. This notice is neither a request for a competitive proposal nor a solicitation for offerors. A determination by the Government to not compete this requirement is based on responses to this notice and is solely within the discretion of the Government. This notice should not be construed as a commitment by the Government. If your company has the capability to provide Strategic Deterrence and Global Strike Planning Support services at full performance starting 1 May 10 through 31 May 10 (one month), provide a capability package to the Contracting Officer and a copy to the Contract Specialist by the response date, 23 April 10.
