Description
Performance Work Statement This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number F1AF2G0063A001 is issued as a request for quote (RFQ), entitled Air Force Communication Workshops. Air Force District of Washington Contracting Office (AFDW/A7KS) intends to award an other than full and open, Firm Fixed-Price Contract to provide non-personal professional services. The North American Industry Classification System (NAICS) Code for this synopsis/solicitation is 611710 with a small business size standard of $7 million. All proposals will be evaluated based on Lowest Price Technically Acceptable (LPTA). Interested parties should register online and subscribe to receiving procurement announcements related to this solicitation by entering the website at http://www.fedbizopps.gov/. The requirement is as follows: The Secretary of the Air Force, via the AFDW/A7KS contracting office, requires the organization and execution of three (3) communication workshops (see below). The workshops will be in the Washington DC metro area. The period of performance will be from 28 April 2010 through 27 April 2011. WORKSHOP DESCRIPTION: SAF/PA requires the services of a contractor to plan and conduct 3 five-day (Monday-Friday) training workshops for 15 participants each focusing on the development (research and planning), execution, and evaluation of internal and external communication activities for targeted audiences. The participants in these workshops will include mid-level Air Force management from fields outside of communication. Each of the sessions will highlight theoretical and practical issues of public communication, with specific attention to the challenges faced in the modern information age. Instructional methods such as case studies, team exercises, practical applications, seminar discussions, lectures and will be used to give an overview of the field of strategic communication. Optimal months for workshops are May, September and October 2010. Please see the attached Performance Work Statement. The provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, and the offeror must include a completed copy of this provision with their proposal. The clause at DFARS 252.204-7004, Required Central Contractor Registration; DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statues or Executive Orders; DFARS 252.225-7001, Buy American Act and Balance of Payment Program. The following AFFARS clauses apply to this acq: 5352.242-9000, Contractor Access to Air Force Installations (Jun 2002), 5352.201-9101, Ombudsman (Aug 2005). All interested vendors must be registered with Central Contractor Registration (CCR) at www.ccr.gov. Vendors who are not registered in CCR are not eligible for award. Also include in proposal that a Wide Area Work Flow (WAWF) account has been initiated or already established (DoD has mandated the use of WAWF).
