Description
The Food and Drug Administration, Center for Food Safety and Applied Nutrition (CFSAN) seeks to procureme Wallace Incident Commander (WIC) Messenger and Responder software for 260 users. An older version is already installed on FDA/CFSAN's Server (CFSC0103). WIC Messenger and Responder manages emergency contacts, communication, and plans, to facilitate information exchange and consultation during an emergency via Blackberry. WIC Responder is a content management tool that synchronizes an organization’s emergency-related content with Blackberry smart phones. Responder ensures that updates content is automatically compressed and forwarded onto Blackberry smart phones, so that emergency response plans are always accessible, even when network coverage is down. WIC Messenger (with Mass Notification) is a complete contact management and communication solution designed to ensure messages reach their destination via redundant delivery methods and using the most up-to-date contact information. A software refresh of Wallace software will allow the continuity of operations during critical and emergency operations. WIC Messenger and Responder would ensure that CFSAN is prepared in cases of food, cosmetic, or security emergencies by synchronization and facilitation of emergency response and communication. Wallace Corporation is the only known source for continuity of operations (COOP) or emergency response software. Objective The objective of the contract is to acquire Wallace Incident Commander (WIC) Messenger and Responder software and maintenance. Scope The FDA is seeking to renew Wallace Incident Commander (WIC) Messenger and Responder software and one year of maintenance. Specific Tasks/Deliverables The Contractor shall provide Software Support and Maintenance where service includes, but is not limited to the following: 1. Access to major Wallace product and technology releases as electronic files via download or CD. 2. Access to Technical support, during normal business hours, both live via toll-free phone and online via Wallace based Software by authorized FDA OIM IT Specialists. FDA may designate as many authorized users as needed. 3. The ability to directly download and receive Updates, fixes, security alerts, data fixes, and critical patch updates released throughout the term of the support contract via Wallace Software support site and via email attachments. 4. Updates are released throughout the term of the support contract as needed and provided electronically for download or via Tape or via other electronic means. 5. Access to electronic copies of upgrade scripts or tools released throughout the term of the support contract for download or via electronic media such as Tape or electronic means. 5. Access to current lists of all licensed IBM VM products and versions certified by IBM for compatibility with individual software updates. Place of Performance The support contract should be delivered to the FDA CFSAN facility at 5100 Paint Branch Parkway, College Park, MD 20740. Period of Performance The Period of Performance is one year from 5/1/2010 through 4/30/2011. Security. Evaluation Criteria The Government will select the offeror whose offer best conforms to the solicitation and is most advantageous to the Government. The ability to provide the requested support is the most important factor. If proposals are equal in their technical merit, lowest price will become the determining factor.
