Description

The Federal Energy Regulatory Commission (FERC) intends to negotiate a sole source acquisition with Moody's Investor Service for online access to financial information. This procurement is being conducted under Simplified Acquisition Procedures (SAP); FAR 13.106-1(b). This procurement action will result in a firm-fixed price purchase order. THIS IS NOT A REQUEST FOR QUOTATION. Moody's Investor Service is the only source that can provide the following: Publish utility bond ratings, And publish aggregate bond yields for the industry based on ratings. FERC requires that above for all companies under the oil, gas and electric industries. No solicitation document is available. The FERC will consider all affirmative responses received no later than 7 days after publication of this notice. Affirmative responses shall be accompanied by sufficient documentation to clearly show how it would be advantageous to the Government to switch providers for this requirement, software cost, and training for employees, contingencies, and professional environment. A request for information will not be considered an affirmative response. If no affirmative written response is received that clearly demonstrates the ability to meet all the requirements and that is more advantageous to the Government, we intend to negotiate a sole-source award to Bloomberg Financial. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government.
