Description
Naval Air Warfare Center Training Systems Division (NAWCTSD) in Orlando, FL intends to extend the ordering period and realign the ceiling on contract N00421-00-D-0328 with General Dynamics Information Technology, Inc. (GDIT). This extension is necessary due to unanticipated and substantial changes to the requirement. The additional time is necessary to define the requirement, conduct sufficient market research and allow for uninterrupted performance until a follow-on contract can be awarded. This contract is an Indefinite Delivery Indefinite Quantity (IDIQ) with Cost Plus Fixed Fee (CPFF) Provisions for logistics and other support services in support of the Maintenance Planning & Design Interface Department. The current ordering period will expire on 20 September 2010. This extension will cover a period of 5 months until the follow on contract is awarded in December 2010, with a two (2) month mobilization period. Therefore, the requirement being synopsized here is a 5 month requirement. This sole source action is being requested in order for the In-Service Support Center (ISSC) to have uninterrupted services until the recompeted contract is awarded. Any firms believing they can provide these services may submit a written response to be received at the Contracting Office no later than 15 days after the date of publication of this notice. It must clearly show the firm's ability to be responsive without compromising the quality, accuracy or reliability of the services provided and without causing an interruption of critical services. The firm's response should also illustrate how it can overcome the start-up costs necessary to assume this effort in the short period of performance that this synopsis represents. The contract was originally solicited as an unrestricted competitive procurement action. The NAICS Code is 541330 and the FSC/PSC Code is R706. If firms are interested in the follow-on effort, an additional Sources Sought is anticipated to be released in May 2010 reflecting the changes made to the requirement.
