Description
This synopsis is for medical support services for the Department of Homeland Security (DHS)/Federal Emergency Management Agency (FEMA)/Center for Domestic Preparedness (CDP) Chemical, Ordnance, Biological and Radiological Training Facility (COBRATF) located in Anniston, AL. Office of Acquisition Management (OAM) intends to award a firm-fixed-price contract award under the authority of Federal Acquisition Regulation (FAR) Part 15. The objective of this procurement is to obtain reliable, efficient, and effective medical support services. No Solicitation or Request for Proposal (RFP) is available at this time. This is a full and open competitive action restricted to eligible 8(a) Small Business concerns using FAR 15 procedures. A firm fixed price award is anticipated. Award will be based on best value using trade-offs. The Period of Performance is estimated as follows: 1-month transition followed by 11 months of services for the base period. The contact will include four 12-month options. This contract start date is anticipated to be August 1, 2010. A RFP will be available electronically through the FedBizOpps on or about May 6, 2010, with proposals being due about 30-45 days later. A pre-proposal conference/site visit is anticipated for this requirement. A date, time and location for the pre-proposal conference will be specified in the RFP. Please note that all attendees will be required to submit information to obtain a security clearance prior to attending the pre-proposal conference/site visit. Any responsible offeror may submit a proposal that will be considered by the Government. This notice does not commit the Government to the award of a contract. It is the offeror's responsibility to monitor this internet site (www.fbo.gov ) for the release of this solicitation as well as any amendments. Potential offerors will be responsible for downloading their own copy of the solicitation and any amendments via this website. No paper copies will be available. No collect calls will be accepted. No facsimile transmissions will be accepted. All responses should be identified with the RFP number, name of firm, name of requestor, mailing address, telephone number, fax number, email address and should be submitted to the Contracting Office address identified in this notice. The NAICS code is 621999. The Small Business Size Standard for this NAICS is $10.0 million. The CDP COBRATF is used to train first responders, as well as international partners, in Chemical, Biological, Radiological, Nuclear and Enhanced Conventional Weapons (CBRNE) defense under actual toxic chemical agent environment conditions. The COBRATF at Anniston, Alabama is the only civilian facility in the United States of its kind. Its modern design and engineering, air filtration systems, and state-of-the-art technology provides safe, realistic toxic agent training. FEMA/CDP has a requirement for contracted medical support services. Contractor support is needed to provide occupational health and medical surveillance; laboratory operations to conduct Red Blood Cell (RBC) Cholinesterase (ChE) testing; evaluation and stabilization of injured CDP employees and students; provide emergency stabilization and transport of students, contractors and federal staff resulting from an exposure to Toxic Chemical Agent(s) at the Chemical Ordinance Biological Radiological Training Facility (COBRATF); and other medical emergencies to a designated local area medical facility. The requirement is a reorganization of the contract mix and the breakout and segregation of tasks that will be made available to 8(a) small business concerns. Due to the very unique nature of the CDP congressionally mandated mission, to provide training support including the use of Live Nerve Agents. Specialized contractor services and skills are needed for contracted medical support services at the COBRATF. Medical personnel assigned to the COBRATF have a low risk potential for exposure to chemical and biological agents, but job requirements potentially involve the prolonged wearing of personal protective equipment (PPE) ensembles during toxic agent (GB and VX) and biological agent (ricin toxin and Bacillus anthracis delta Sterne) training operations and emergency response.
