- Attachment 1: Consolidated Hosting Services Sources Sought Questionnaire THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL, PROPOSAL ABSTRACTS, OR QUOTATIONS. General Services Administration, Office of Management Services, on behalf of Office of Acquisition Systems/Integrated Acquisition Environment is issuing this Sources sought notice to measure the capability of small businesses to perform Consolidated Hosting Services. A key requirement is that the company must demonstrate ownership of the hosting facility. Overall, the government requires hosting services that will allow the GSA Program Management Office to consolidate the Integrated Acquisition Environment (IAE) portfolio in one hosting location. The IAE portfolio currently consists of nine applications that facilitate the pre and post award procurement processes across the entire Federal Government. This acquisition will include the hosting of the current and future states of the IAE portfolio to include hosting space, bandwidth, and power also known as power, ping, and pipe services. The proposed offeror must be the owner of the hosting facility. For the purposes of this solicitation the term "ownership" means own/control the property, power, bandwidth and access. Therefore the government will not accept proposals. a contract based upon a reseller, or 3rd party arrangements. The interested companies must demonstrate the capability to meet the government's business requirements for responsive, reliable, scalable, securable, and highly available hosting services. It is requested that interested companies submit to the Contracting Officer responses to the questions found in attachment 1, Consolidated Hosting Services Sources sought Questionnaire. The questions are: Do you own your hosting facility (meaning do you own/control the property, power, hosting space and bandwidth)? If yes, please provide evidence of ownership? Do you control access to your hosting facility? Does your hosting facility have Trusted Internet Connection (TIC) capabilities? Is your hosting facility located within 50 miles of Washington, DC Metropolitan Area? If not, then state location? What is your company's socio-economic status? Have you provided service of this type to the federal government? Please provide the contracting officer's name and number, agency, and services provided. This synopsis is a market research tool being used to determine the availability of sources prior to determining the method of acquisition and ultimate issuance of a solicitation. This sources sought should not be construed as a commitment by the General Service Administration or the Office of Acquisition Systems/Integrated Acquisition Environment to issue a solicitation or to ultimately award a contract. Based on this sources sought, the government will not be accepting questions or discussions regarding the enclosed requirements. The Government is not obligated to and will not pay for any information received from the potential sources as a result of this synopsis. Neither unsolicited proposals nor any other kinds of offers will be considered in response to the Sources Sought. This Sources Sought is in no way binding to the government. The determination of an acquisition strategy, based upon comments submitted by interested parties in response to this Sources Sought is solely within the discretion of the government. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s). The NAICS Code 518210, Application Hosting, is subject to change based on market research and input from industry to the Program Office. Interested parties are requested to respond to this Sources Sought via email. When responding via email using attachment 1, please submit information in a Microsoft Word for Office 2000 compatible format. Information is due no later than 11 May 2010, Monday 12:00 noon EST. Please limit responses to attachment 1 using 12 point font and submitted via e-mail only to Danny.Garo@GSA.Gov. Please be advised that all submissions become Government property and will not be returned.
