- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The U.S. Army Contracting Command (ACC), Joint Munitions & Lethality Contracting Center at Picatinny Arsenal, NJ 07806-5000 intends to solicit, negotiate and award a new Firm-Fixed Price commercial off the shelf requirement. The solicitation number is W15QKN-10-R-0209 and it is being issued as a full and open competitive Request for Proposals (RFP) to grant the Analysis and Evaluation Technology Decision (AETD) a FE-Safe software package license, in depth technical support, (including but not limited to applicable material model database interfaces) and maintenance support for one (1) year. The service order is to acquire, maintain and provide technical support of a software package that is compatible with ABAQUS and can be utilized for the extended functionality of modeling advanced materials for fatigue evaluations. 6.302-1(c) application for brand name descriptions apply to this effort. There is no set-aside associated with this solicitation. The applicable North American Industry Classification System (NAICS) code is 541511. All information is to be furnished in relation to this announcement will be at no cost or obligation to the Government. Closing date for receipt of proposals is 4:00 PM, EDT, May 12, 2010. Any response received after the due date and time will be considered untimely and may not be further considered for evaluation (FAR 15.208(b)). Evaluation and award shall be made in accordance with FAR 13, Simplified Acquisition Procedures. See attachment titled FE-SAFE combined synopsis/solicitation for full combined synopsis solicitation.
