- Introduction: Pursuant to FAR Subpart 13.106-1(b)(1), the U.S. Army RDECOM Contracting Center, Natick Contracting Division, on behalf of the Naval Medical Center San Diego (NMCSD), intends to award a firm fixed price purchase order on a sole source basis to: NeuroCom International, Inc., Clackamas, OR 97015. THIS IS NOT A REQUEST FOR PROPOSALS. NO SOLICITATION DOCUMENT IS AVAILABLE. 1. Nature and description of the supplies or services required to meet the agency's needs: Services required are as follows: " Portable " Test Protocols: LOS and mCTSIB " Device must be able to test several different conditions " Device must provide ordinal (number) scores of performance " Device must correlate with other (fixed) devices already in use at military medical centers " Device must have a small footprint " NeuroCom Computerized Dynamic Posturography Device Compatibility 2. A demonstration that the proposed contractor is the only source available to provide these services or goods (i.e. unique qualifications, proprietary rights, etc.): The NeuroCom VSR system is the only system that meets the above requirements. It is a portable, small footprint device that gives ordinal number scores for four different conditions. It can be correlated to NeuroCom computerized dynamic posturography devices which are in use at all military medical centers. 3. A description of the market research that was conducted and the results, or a statement of the reason a market research was not conducted: An on-going search for a device that meets all of these requirements has been underway for the last 12 months. No device even met a portion ofthc requirements. Development of a proprietary military device was even attempted but the device did not provide numerical outcome values and could not be normed. 4. Any other facts supporting the use of other than full and open competition: The device as currently constructed can be used in the operational theatre and would fill a much needed void for far forward balance analysis. 5. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required: As long as NeuroCom is the only manufacturer of ionization chamber that meets the salient characteristics of the required item, there does not appear to be any actions that this agency can take to remove or overcome barriers to competition. 6.
