- Sole Source Justification Notice of Award Integrated Library System Software This posting is to inform about the Sole Source purchase of Integrated Library System Software from Innovative Interfaces, Inc. The Contract number is FA8604-10-M-7511. This award notice and incorporated clauses/provisions are those in effect through Federal Acquisition Circular Fac 2005-40, Effective 22 Apr 2010, and DFARS Current to DCN 20100408 Edition. This is a sole source requirement IAW FAR 6.302-1. WPAFB intends to award to Innovative Interfaces, Inc. of Emeryville, CA 94608-1966. Authority: 10 U.S.C. 2304(c)(1), Justification: Supplies (or Services) required are available from only one or a limited number of responsible source(s) and no other type of supplies or services will satisfy agency requirements. This solicitation incorporates the following clauses by reference: Federal Acquisition Regulation (FAR) 52.204-7, 52.212-1, 52.212-3, 52.212-4, 52.212-5, Department of Defense FAR Supplement (DFARS) 252.204-7004 - Alternate A, 252.211-7003, 252.212-7001, 252.227-7013, and 252.227-7014. This solicitation incorporates the following clause in full text: Air Force FAR Supplement (AFFARS) 5352.201-9101 OMBUDSMAN (AUG 2005) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (c) If resolution cannot be made by the contracting officer, concerned parties may contact the Center/MAJCOM ombudsmen, Mr. Howard E. Concerns, issues, disagreements, and recommendations that cannot be resolved at the MAJCOM/DRU level, may be brought by the concerned party for further consideration to the Air Force ombudsman, Associate Deputy Assistant Secretary (ADAS) (Contracting), SAF/AQC, 1060 Air Force Pentagon, Washington DC 20330-1060, phone number (703) 588-7004, facsimile number (703) 588-1067. (d) The ombudsman has no authority to render a decision that binds the agency. (e) Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the Contracting Officer. Please note if manufacturer requires a license agreement to be signed by government, the terms and conditions of that agreement are required to be in compliance with all Federal Laws, Statutes, and the Federal Acquisition Regulation. Therefore, please modify accordingly and submit with your quote. Quantity Description 1 Integrated Library System Software Delivery schedule is thirty (30) days after receipt of order. Delivery is FOB Destination.Contractor must be registered in Central Contractor Registration (CCR) prior to award for solicitations issued after 31 May 1998. DUN/CCR website is: http://www.ccr.gov/.
