- The U.S. Army Contracting Command, Joint Munitions & Lethality Contracting Center, Picatinny Arsenal, NJ 07806-5000, on behalf of PM Soldier Weapons, intends to solicit, negotiate and award a sole source contract to Kongsberg Defence Aerospace under the authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1(b)(1)(i). The anticipated effort is to modify the unique embedded software to accommodate the newly upgraded RG-33A1SV vehicle (SOCOM upgrade to the RG-33SV vehicles). Kongsberg Defence Aerospace has developed and owns the source code for the M151E2 Remote Weapons Station Software. Kongsberg Defence Aerospace is the only company that can modify their software which will include vehicle identification and safety inhibits for the RG-33A1SV. Kongsberg Defence Aerospace possesses the technical data rights to all of the system components and their interfaces. The additional expenses and delays to have another contractor gain the detailed understanding and rights necessary to perform the modification to the embedded software is considered to be unacceptable. In order to continue combat operations, SOCOM requires a rapid upgrade to the Remote Weapons Station software to accommodate their newly upgraded vehicle, the RG-33A1SV. Once completed, SOCOM can use the M151E2 on the RG-33A1SV in combat operations. Please note this notice does not constitute a Request For Proposal (RFP). A determination by the Government not to compete this proposed contract action based upon the responses to this notice is solely within the discretion of the Government. The anticipated award date for this action is the 4th of May 2010.
