- The U.S. Department of Energy has a requirement for a two-phase design-build at the Idaho National Laboratory located 40 miles west of Idaho Falls, Idaho. The project will include the design and construction of a controlled access road to be used for service and out-of-commerce shipments. It will not be used for individuals traveling between facilities. The road will be a gravel road for limited year-round use with the ability for trucks traveling in opposite directions to pass. The road is anticipated to be between 10 and 20 miles in length. A Request for Proposal (RFP) is expected to be issued by not later than May 28, 2010. The Request for Proposal will utilize the Two-Phase Design-Build Selection Procedures in accordance with FAR 36.301. The outcome will be a fixed-price award to the responsible offeror whose proposal offers the best value to the Government, price and technical factors considered. During Phase One, the offeror will be evaluated on the following evaluation factors: 1) Technical approach (but do not include any detailed design or technical information); the 2) Technical qualifications such as (a) specialized experience and technical competence; (b) capability to perform; and (c) past performance. From the Phase One proposal submittals, no more than five of the most highly qualified offerors will be selected to continue to Phase Two. The selected offerors will then be invited to a site visit of the anticipated location for the road. Phase Two proposals will require the submission of the technical proposal to include the detailed design and estimated schedule, as well as a fixed-price proposal. The price proposal for construction is expected to be on a per-mile basis. The estimated magnitude of total price for this entire project is anticipated to be between $1,000,000 and $5,000,000.
