- This is for commercial items prepared in accordance with FAR Subpart 12 using Simplified Acquisition Procedures FAR part 13.5 The NAICS code for this requirement is 621511 and the business standard size is $12.5M. The Fleet and Industrial Supply Center, San Diego, CA intends to award a firm fixed price contract on a sole source basis to Reagents of the University of California, 200 W. Arbor Drive, San Diego, CA 92103-9001. This effort is to provide laboratory testing services for the Naval Medical Center, San Diego, CA. The scope of work performed under the specifications includes diagnostic testing for all required tests as specified to include labor and materials related to testing samples and the following: provide accurate screening of over 50 disorders within 24 hours after receiving the samples; perform tests within a 3 working days turn-around-time after receiving the specimen. Exceptions are tests that require further testing; call back abnormal results directly to the physician by board certified Genetic counselors who are available 24 hours a day seven days a week for genetic counseling; provide within 24 hours of testing electronic copies and hard copies of laboratory results, provide supplies such as filter paper collection kits and parent brochures; must be in compliance with the Health Insurance Portability and Accountability Act (HIPAA) regulations. The proposed contract is for a base year period, to commence 01 October 2010 through 30 September 2011, with two (2) one-year option periods. The proposed contract is for commercial services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.501(a) (1) (ii). Interested persons may identify their interest and capability to respond to this requirement or submit proposals. This notice of intent is not a request for competitive proposals.However, the Government will consider all correspondence received no later than 5 May 2010. A determination by the Government not to compete this proposed contract is based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Solicitation N00244-10-R-0048 will be posted to www.neco.navy.mil on or before 14 May 2010. The solicitation document will incorporate provisions and clauses in effect through FAC 2005-38 effective February 1, 2010 and DFARS Change Notice 20100224. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions.
