Description
CMS welcomes all comments and clarifying questions, regarding possible ambiguities or inconsistencies in the draft Statement of Work (SOW) entitled, “CAFM and CROWD Systems”. Please note, this is a working draft and many elements of the solicitation are either not included or incomplete. Therefore, the actual Request for Quote (RFQ) or Request for Proposal (RFP), when released, may differ from this document. However, the draft SOW provides potential vendors from both small and large firms to comment on the Agency’s acquisition strategy before the formal RFQ/RFP is released. Based on its review and consideration of the comments and/or clarifying questions received; CMS will revise the draft SOW to incorporate the comments and/or clarifying questions. Contractor Reporting of Operational and Workload (CROWD) and Contractor Administrative Cost and Financial Management System (CAFM) THIS IS NOT A FORMAL REQUEST FOR PROPOSAL (RFP) AND DOES NOT COMMIT THE CENTERS FOR MEDICARE AND MEDICAID SERVICES (CMS) TO AWARD A CONTRACT NOW OR IN THE FUTURE. This is a SOURCES SOUGHT NOTICE to determine the availability of small businesses and/or companies that are qualified to support CMS in the Contractor Reporting of Operational and Workload (CROWD); and, Contractor Administrative Cost Financial Management System (CAFM). Background: 1.The CROWD system provides CMS with a timely way to monitor each Medicare Contractor's performance in processing claims and paying bills. 2.The CAFM system is the vehicle for tracking benefit payments, banking issues and CFO data. a)CAFMII is the main vehicle for planning, administering and monitoring the administrative expenses of the Medicare contractor community. 3.CROWD/CAFM with the CAFMII is a M204 system which, resides in the CMS Mainframe. Description of work: The Contractor's main objective will be to support the maintenance for the mission critical legacy systems (i.e. CROWD/CAFM) that monitor each Medicare Contractor's performance in processing claims and/or paying bills. The systems include workload and/or reporting capabilities to estimate budget, define operating problems, compare performance among contractors, determine regional and/or national workload trends. Requirements for Submitting RFI Responses to CMS: CMS requests capability responses to the Request for Information (RFI) demonstrating the following: • Through understanding of M204 Language and/or maintaining a database. • Supply a complete understanding of CMS standards to run jobs using JCL, APCSS, Direct Connect and/or ENDEVOR. • Detailed information on the familiarly with Medicare Contractor business functions as an integral part of the Medicare contractor administrative budget. • Through understanding of NOBAs, IERs and FACPs as it relates to the Medicare contractor administrative budget. • Specific details about business operations needed to monitor contractor performance to process claims and pay bills. • Through understanding of potential problems and how to resolve them in a timely fashion. • Detailed information about producing Ad Hoc Reports in a timely fashion. The response should include, the Project Identification Number in the subject line; and, a response shall be submitted via email in format compatible with Microsoft (MS) Office 2003 including, but not limited to MS Project, MS PowerPoint, MS Excel and MS Visio. Moreover, the font size shall be Times New Roman Size 12 with no less that single spacing between lines. Responses shall be limited to twelve (12) pages; and, each page shall be number starting with page one (1) after, the Table of Contents. Responses shall be limited to twelve (12) pages excluding, the Cover Page and, Table of Contents. Capability responses shall be submitted in the following order: 1. Cover page a. Company Name b.
