Description
(i) The USDA Forest Service EROC SW, Vallejo, CA. intends to procure as per (American Recovery Reinvestment Act (ARRA). This announcement constitutes the only solicitation; quotations are being requested and a separate written solicitation will not be issued. (ii) Solicitation number AG-9702-S-10-0407 applies, and is issued as a Request for Quotation. iii) This procurement is set aside for small /HunZONE businesses. The North American Industry Classification System (NAICS) code is 335312. Award shall be a Firm Fixed Price Contract VIA SIMPLIFIED ACQUISITION PROCEDURES: Replace the existing 150 HP 4-speed motor connected to a belt-driven “Roots Blower,” which provides air flow and pressure to the Spark Arrester Test Chamber equipment. The existing GE motor will need to be removed, as well as all of the electrical wiring, starters, and controls for its 4-speed operation. (iv) It has been determined that a 100 HP motor will provide the necessary power for the required blower operation. The motor needs to be controlled by a programmable Variable Frequency Drive (VFD) that can operate manually to the desired speed and can also be pre-set at a future date to go to a minimum of four specific RPM speeds, such as, 590; 890; 1180; and 1780. The controls for the VFD need to be installed at the operator’s control station which is in another room approximately 30 feet away from where the VFD will be installed. An Emergency Stop push button needs to be installed on the front of the VFD or its’ electrical panel. (v) The following are minimum or equal requirements: Rockwell/Allen-Bradley: AC Motor: CM103-FC10018ANHHC – CM103 – Enclosed SE/EE/PE/NP AC Motor, 100HP, 1800 RPM, Foot Mounted, Frame Size is 405&, Belted duty application Inverter: 20BD156A3ANNAND0 – PowerFlex700 AC Drive, 480 VAC, 3 PH, 156 Amps, 125 HP Normal Duty, 100 HP Heavy Duty, IP20 / Type 1, LCD Display, Full Numeric Keypad, No Brake IGBT, Without Drive Mounted Brake Resistor, Second Environment Filter per CE EMC directive (89/336/EEC), No Communication Module, Vector Control with 120V i/o, No Feedback. Controller: 20-HIM-C3S – IP66 (Nema 4x/12) Remote DPI Full Numeric LCD Human Interface Module (HIM). 100 Meter Cable Kit: 1202-CBL-KIT-100M – DPI Screw Term, Kit with tools & 100 meter cable. To protect the “Roots Blower,” the Sequence of Operation requires that a lubricating oil pump be started first. The VFD must be programmed to that it cannot start the motor until the oil pressure is at a minimum of 40 psig. Prior to Final Acceptance of the installation the system shall be commissioned to verify: 1) That the motor will not start until the oil pressure is at a minimum of 40 psig; 2) That the VFD is controlling the motor speed. 3) That the required back pressures for running spark arrester tests can be achieved at the necessary operating speed from 0 to 1780 rpm’s. 4) That the Emergency Stop Push Button is operating correctly. The final item to be completed will be a wiring diagram of the new installation. All wiring and other components required for the installation and operation are considered incidental to the installation. All new wiring shall be copper. The work shall be performed, and all equipment shall be installed according to the California Code of Regulations, Title 24, Part 3, and 2007 California Electrical Code.
